I think it always a valid question to ask when something new comes to the table, whether it is inherently meant for "good" or "bad". In most cases, I believe "tools" are agnostic, in the sense that the tools themselves do not care how people use them. As you point out, it is important to be aware of whether the people handling the tools have the best intentions of the people in mind.
A hammer can be used to build a home, or for a violent act.
Blockchains have just as much destructive potential as they do creative. So, it is on the community to stay diligent concerning application of blockchains, ensuring the applications are in the best interests of the people.
