According to CNBC, a person, who's name was not know to the Committee staffers, raised up a sign during Fed Chair Janet Yellen's speech on 12th of June 2017. She was making a report about monetary policy and the state of the economy to the Congress as someone held this sign.
Of course, this unknown person was asked to leave immediately because it is considered a violation to hold signs according to the House committee's rules. Towards the end of the session (2:27 p.m. ET) the price of Bitcoin increased to $2,418.46 according to Coindesk. However, Yellen did not mention Bitcoin or other cryptocurrencies in her speech.
UPDATE
This person's name is Walter C Allen and he is receiving Bitcoin donations $ 4,913.14 so far :))
