I have realised through a new idea that I have, that there is no need to filter user signups, one way or another.
There is another, more difficult puzzle now to solve. How to stop an explosion of new accounts.
The simplest way is freemium method. Given enough time, a user can earn enough stake to lift the limits. The primary limit has to be they can't have stake delegated. In fact, this may really mean, that stake delegation should not exist.
I am thinking through this, and I will have a definitive answer in the next day. I will be posting as @calibrae about Calibrae from now on, and I will not be posting, or voting, as l0k1 or elfspice anymore.

I am moving on to knocking down each milestone I have specified in the proposed changes, first will be binary build, then rebrand, and then to the meat in the sandwich. I want to do what I can to get this thing moving forward faster, the sooner we have everything up and running, the sooner this community has its forum and the sooner we can prove that with our corrections, Steem's design will reign supreme as the decentralised, distributed, monetised social network.

Note about possible change in initial account data
After a good discussion with one of the dev team, I have decided to put forward the idea that all new accounts will have the same, baseline stake (equivalent to the 5 SP currently default in Steem), and a baseline reputation (which is 25 in Steem). This will allow the natural process of development of reputations and power within the platform, which will be the product of user interactions, as it should be.
We have a seasoned internet scam investigator who will be examining every applicant account and on his advice any dirtbags will be deleted from the list...
This task is now running on autopilot so we can get on with the important work of making this happen. Note that the investigator is compiling the exclusion list already, has compiled a lot of it already, and this list will be used to clean up the list, and bot voters will be removed... automatically
So any abuse of this process will not waste nearly as much time as abusive users will hope for.
