This is actually rector's office and the main library of Kielce University of Technology. Two statues at the base adorn it.
It's Stanisław Staszic, a legendary Polish Enlightenment figure, a priest in fact, who animated the technical schooling in the region, which already had had a vast tradition of mining and metallurgy.
