MCU has very interesting beings. The power of these characters are hard to match. If these characters ever clash with each other, what would be the outcome. Let's just say it is hard to decide upon who will win. Power is not the only factor that determines the win.

So the answer is Thor, even though Thor cannot defeat Hela, but he can certainly kick Hulk's ass, as shown in the latest Marvel movie named Ragnarok. Thor has super strength along with the power of Thunder.
On the other hand, Cyclops has regular human strength and his only super power is concussive force red-colored beams. These are very powerful though but not enough to defeat a God, as Thor can easily deflect these beams using his Hammer.
