On Jan. 15, Brett Brownscombe, the governor’s natural resource policy adviser, wrote about his recent discussions with Harney County Judge Steve Grasty and Grant County Commissioner Boyd Britton.
Brownscombe wrote that Britton told him he had confirmed that refuge occupiers had visited Grant County at least twice, meeting with Grant County Sheriff Glenn Palmer for lunch. Britton was concerned he “does not know where Sheriff Palmer stands,” Brownscombe wrote, and that if those then at the refuge returned to Grant County and attempted to occupy the courthouse, Forest Service office, or another building, it was possible Palmer would not enforce the law.
Brownscombe wrote what he described as a question asked by Britton.
“There is a lot of open road traveling between Harney and Grant Co.,” read Brownscombe’s email. “Doesn’t it seem like an opportunity for law enforcement to stop he occupiers on their way and make some arrests?”

Last week, ODFW advanced temporary rules restricting fishing in inland waters for salmon, steelhead, and trout as well as sturgeon (to be addressed in a separate temporary rule following additional coordination with Washington State). The restrictions are driven by the emergency situation facing most Oregon rivers and streams due to drought conditions, low snowpack, low instream flows, extreme weather and highly elevated stream temperatures. The situation has resulted in lethal conditions for fish in several areas to date, and while air temperatures have moderated over the past week, temperatures remain elevated to levels of concern in many waterbodies. In addition, the forecast is for continued hot weather with no influx of cold water on the horizon. The restrictions are intended to reduce and minimize stress on native fish that are already stressed due to the above-mentioned conditions.

“We agreed that there was a lot of (timber) to be had from ecological forestry,” Kerr recalled. “And he didn’t want the big trees anyway, so why were we fighting?”
Grant County Commissioner Boyd Britton, a welder who lost customers when two other mills shut down, came to trust and respect Susan Jane Brown, a lawyer for the Western Environmental Law Center who shot down so many timber sales.
Brown said a key shift came when environmentalists started realizing that wildfires posed as big a threat to the forests as logging. And the way to protect the forests was to work with the collaborative to approve projects that thinned overgrown stands while providing enough logs to keep the local mill running.

Malheur National Forest Supervisor Steve Beverlin said many organizations help provide the other half through the required local match. He said the projects include prescribed burning, stream restoration, pre-commercial thinning, fencing and other wildlife, vegetation, hydrology and range projects.
The collaborative includes both timber industry professionals and environmentalists that have traditionally been at odds over forest management policies. Beverlin said the science-backed, solutions-based approach has been successful on the Malheur.
