Exclusive interview with Fernando Furlan, President of the Brazilian Association of Cryptocurrencies and Blockchain
The crypto-currency and blockchain market is gaining new players in Brazil. Projects such as CriptoReal, Paratii, SmartCash, SingularDTV and others that already have a trajectory in the territory of Tupiniquim, but who want to raise markets much more broad. The growth in the number of Brazilian crypto-currency brokers is also significant, making Brazil one of the countries with the largest number of exchanges in the world.
With a strong and active market, proposals have also been made to bring together these various actors, through associations, aimed at strengthening the sector.
Currently, two proposals are in progress. The ABCripto (Brazilian Association of Cryptoeconomics) and the ABCB (Brazilian Association of Cryptocurrencies and Blockchain), formed by different members, but that appear, practically, with the same objective: to be an important actor in the national market of criptocurrencies and blockchain and to help in the rules that could benefit the whole market. Neither discards a joint effort.
To talk a little bit about ABCB's objectives, the site "Criptomoedas Facil" interviewed the president of the Association, Fernando Furlan, which has a wide-ranging role among state bodies, having even held positions in the Federal Government and the UN. Furlan intends to use this experience for the benefit of the entire crypto market. Check it out first hand!
Criptomoedas Facil: How did the ABCB idea come about and how can the entity effectively help crypto market?
Fernando Furlan: The CVM has internal committees that have been discussing the cryptoactive for some time and have been defining some things gradually. ABCB wants to contribute with the authorities, regulators and parliamentarians, with accumulated information and experience, as well as a reference of safety and credibility in this market. The idea behind the creation of ABCB came from a large group of small entrepreneurs who believe that this market should provide frequent entry of new and innovative competitors. This thought was translated by a small group that took the initiative of the ABCB and that now grows with new members. We will try to give the example of informing and, possibly, to influence parliamentarians in a frank and transparent way, seeking to translate the expectations of the crypto-coins and blockchain sector.
One of the objectives of the Association is to serve as a reference in good information to the public and to the authorities. Our activities are focused on informing and contributing suggestions. Cryptocurrencies, and their different uses, are one of the infinite applications of technologies derived from Blockchain. We will seek to clarify exactly in this respect and not to discriminate between members, whatever their field of action.
CF: How does ABCB see this process of regulation and self-regulation of the crypto market?
FF: Self-regulation will be appropriate insofar as it does not close the market and give opportunities for small entrepreneurs to arise and develop, as well as to ensure privacy and security. Another possibility is the so-called regulatory sandbox, in which a regulatory waiver is ensured for an initial period (5 to 10 years), letting the market take shape and separate good and bad economic agents. We are open to join forces for the interests of the sector with everyone and are willing to observe certain principles, such as freedom of initiative, free competition, among others.
The complementary innovation, derived from the blockchain, and all its current and future applications and uses is the great challenge. For this, it is necessary to guarantee space for the small and innovative, through easy entry and free competition, without the economic power being able to close markets. I see the applications derived from the blockchain in the capital market as the emergence of a new capitalism, where good ideas have the means to be born and develop.
CF: How does ABCB see the regulatory process being discussed in the G20?
FF: I attended G20 meetings as the executive secretary of the Ministry of Industry, Commerce and Services in 2015 and 2016. It is a forum that seeks to find consensus on issues of great relevance to the economic well-being of nations. Thus, when the G20 adopts a position on a given topic, member countries make a political commitment to implement it. At the G20 meeting last March, there was a consensus on the need not to adopt regulations that strangle the infant markets, derived from the blockchain, be it means of payment, securities, investments, capitalization of small companies.
CF: ABCB still does not have "big" players in the national market among its members, how has the feedback of the initiative been?
FF: The association's statute has been registered in a notary's office in São Paulo since its inception. With the natural process of joining new members, there may be a change of status to suit the new membership. ABCB is not interested in big names, but in values and principles. This is not to say that we have not welcomed the great ones who identify with such principles and values, as: free initiative (entrepreneurship), free competition, innovation, privacy, security, respect for the consumer, among others that are in the status of available to the public. We have received a growing number of stakeholders and are holding meetings with various economic agents in the industry.
