I think rather than joke its a novelty but i devvo will not ever buy Doge coin, steemit lets you earn it for free pretty much.
I think people say its a bubble because of the tulip mania and people like De beers, because technically there is infinite amount of crypto but people capitalize and manipulate to benefit themselves.
