Popular online news service cnLedger just tweeted out a brief summary of a Chinese publication in which Yao Qian, head of Digital Currency Research Institute at PBoC states that Bitcoin does fulfill the criteria of a currency and that the People's Bank of China will soon regulate ICOs. The tweet reads:
