Bitcoin's fees can rise again, like they already did and like they were reduced?

The Bitcoin miners cartel tries to trap more people into it, and if it rises again, they may hike their fees once again, to maintain their trap.
I have no faith in them.
Did any other currency's miners/decision makers did something similar to what the Bitcoin miners did?
