Tesla is planning on retro fitting hundreds of thousands of cars. This is a move done in an effort to bring them Autopilot 3, Tesla's next generation of self driving software. Elon Musk clarified what they are doing and why. For the past two years we though the industry was close to self driving cars only to see it put off.
