DLine seeks to recognise and encourage potential outstanding content creators by sending them a life line.
What is DLine
DLine is a life line manual curation system that seeks out and encourages talented content creators who are discouraged and are about to give up on Steem for one reason or another.
What does DLine do
DLine finds demoralised and forgotten content creators and passes their latest notable post to a line of manual curators who will read it, upvote it, and pass it along to another Steem user. The original dissemination line will consist of a list of half a dozen volunteer manual curators. Every manual curator in the line will pass it on to another person who they feel will enjoy that post. Curators may choose to resteem the post, put a curation bot on it, comment on it, follow the author -- do any of the normal activities a Steem user may do.
DLine is not about providing monetary "rewards" for talented content creators. It doesn't take their overall economic situation into account. It is about getting their work appreciated and read/viewed by individuals and in that, supporting or rekindling their faith in the Steem ecosystem.

Rate
DLine will feature 1-2 content creators a week.
Prompted component
DLine will be offering automated encouraging comments on posts when called. Every comment will be written by a different member of the Steem ecosystem. The purpose of these comments is to add a bit of encouragement mixed with a humorous novelty feel.
This component is currently in the development and testing stage. Summon permissions will be changed as DLine is used to discover the best curation algorithm. User behaviour will determine the algorithm.
Who are the line of manual curators?
These are individuals, chosen at random from a list of known kind-hearted and knowledgeable Steem ecosystem members. The only thing they have in common is that they've all taken the time to talk to an unsubstantial user down on his luck and read his posts. These curators don't use manual curation as way of self-aggrandization (no one who does is considered). The list of these individuals changes. They get no remuneration other than built-in curator rewards.

Proof of concept
7 days ago Patrick J Moran @morangallery made an exceptional post about his painting process. He's been on Steem since March 2018 and until 7 days ago had a few comments here and there from fellow minnows and some sparse votes. Most of his posts have a $0.00 next to them. He was randomly discovered by the creator of @DLine. His post was then shared with a handful of excellent Steem users who enjoyed his art, upvoted his post, commented and were replied to, and then passed the post along to others or set a trail on it. The end result is this post generated $8.92 with 311 votes and a thread of 20 comments.
Language support
DLine will endeavour to find and include content creators from all walks of life who publish in all different languages.
Non-divisive and bridging project
DLine is a non-divisive project: it treats all users, irrespective of their time in the ecosystem and the amount of tokens they have in their wallets, equally. Minnows, dolphins, red fish, whales, giant squids, sea cucumbers, manatees and the rest of the ecosystem are treated equally.
DLine will bridge with other projects and potentially blockchains in time.
