In the full write up, I'm calling this an Eldritch Ghoul. In a nutshell, they look gnarly and fleshless until a certain phase of the moon occurs. When the moon is right an eldritch glamour masks their grotesque features. Then they come up out of their hidey holes and put on banquets and balls to attract fresher fare.
