It is popular for the guitar playing, but I believe there is something deeper: the message. I interpret War Is Over to be about the end of a beloved relationship. Sometimes, no matter how much two people love each other, their relationship is simply not meant to be. This is not evil, nor wrong, but it can be difficult. All of us go through an experience like this. It's perfectly okay to love someone, wholly and completely, even though they are not right for you. It is okay to continue to want the best for them after your relationship ends.
It is okay, also, to go through your own healing process to come out the other side stronger. That's the feeling I get from this song. War Is Over is a healing wave of this energy.
