There was a top secret meeting in Gettysburg, Pennsylvania circa 1956 while Dwight D. Eisenhower was the President of the United States. World leaders in attendance of that meeting were Nikita Khrushchev of Russia, Charles De Gaulle of France, Winston Churchill of Great Britain, and then Governor Ronald Reagan (D-CA). Perhaps they met regarding the up-coming "Cold War" or the Cuban Missile Crisis which would occur 7 years later. What is clear, is Colonel Prouty did not have knowledge of this meeting due to the compartmentalization of the CIA.
