‘Starteos are Vote buying.’ User Thomas Cox: ‘We have #5 from Ostrom’s eight attributes of a well functioning society, the ability to observe behavior, but not #6, graduated sanctions. We also lack the formalized institutions for applying those sanctions. EOS Mainnet lacks the list of agreed sanctions, the traditions of an inspection process, or even a clear sense of who the stakeholders are. Our past assumption that activist voters would police the BPs has now been proven at least partially incorrect. Will this new increase in apparent misbehavior finally lead to action, or more indifference by voters? Or even collusion by voters in vote buying? User Paul Atreides: ‘Speaking of stakeholders, what’s your opinion on Vlad Zamdirs incredibly broad definition of stakeholders? It’s interesting but seems completely impractical.’ User Thomas Cox: ‘I think Vlad had a morally correct definition, it overlaps well with the Carver Policy Governance model. But I agree with Gavin's objection that such stakeholders can't realistically be included in the mechanics of normal governance, as they cannot be identified, and there are no mechanisms to either ID them or empower them. Best one can probably hope for is an inclusive social definition and off-chain inclusion. Carver in particular suggests that the "Owners" of an organization can differ from the "Beneficiaries", I think those two groups together could be stakeholders. It's up to the magnanimity of the Owners, who are well defined because they choose the governance model and hire any agents, to be benevolent toward the Beneficiaries.’ User Paul Atreides agrees with Thomas, particularly on his take on the Vlad vs. Gavin definition of stakeholders. After this, he asks Thomas ‘What do you think about Vlad’s thoughts on the limitations of token voting as the coordination mechanism?’
