The woman had a hard life situation when she lost her husband (he died), and she was alone with 10 kids. They had too small flat, and CPS used this reason to take kids to orphanages. The woman tried to fight with the system and improve her life conditions, but there was no result. Later she got married with another man (in the photo), and gave birth to 2 more kids, but they continued struggle for those 10 kids together. The man has a good salary, he pays the woman's debt for kids and they ask for help together.
The story has become loud now, and there are lots of CPS outrage and mistake in it (as always), so I'm sure the story will have its hapyy end soon, and the mother will be able to return all her kids to home.

CPS and orphanages work in tandem. It was formed in the 1990s by thoughtlessly copying the European justice system, was based on the principle that the state knows better than parents how to raise children.
