Some governments have a progressive project for lobbying with world archives for rewriting history.
Examples of this efforts:

when an east dictatorships want to put some religious manipulation in religions documents, stored in west.

governments effort to manipulate documents to (for example) shows a dark past.
Solution:
When we talk about immutability, one of solutions that is suggested is decentralised blockchain, but there is a problem historic archives need big storage capacities so a real decentralization is not practical.
An alternative can be using an index of only hashes of documents (hash of text version or scanned image), even a home user can download a copy of such index:
Parts:
1-Libraries, Archives and authors add hash-code of their books, documents, pictures (hash of text version or scanned image) to a incremental only index. (First they download current index and then add their records to it)
To incentivize private submitters they can include an URL(e.g. a purchase link) . There would be an obligation that selling item match hash provided to the index. This can be controlled through an specific online platform which sell these books. Public organizations can provide a free magnet URIs instead of purchase link.
Museum and big organizations have to be forced to participate due to public request.
2- Official submitters like public archives can also digitally sign this index, when they submit something (They would sign whole index as an auditor and records they submitted as submitter). Every official entity also can sign the index as an auditor. More signature means harder attacks like 51% or split-view (eclipse attack).
3- This index can be stored in a blockchain format or in conventional format hosted on a website or torrent network.
4- For more audition every user that want to access this index or add something to it, it have to use a software. That software check index remained incremental on every user access request.
