In this world, "super powers" are a fact of life for roughly a quarter to half of all people on the planet, but there was a time where that information was suppressed by those in power and few, even those unrealizant of their own powers, knew of such things. Those in power thought heredity was the key, when no, it is a mystery. Therefore many were slain for different reasons, some as martyrs and heroes, most were simply condemned as villains. But this is not about that, this is about when those powers grew too strong for humanity to hide from itself.. ..or others!
In the early 1900s, after the great depression started to be thrown up as a distraction, the sheer super powers were all some people had to help them survive. Fast Forward to the end of the second great war, when battles of tanks, infantry, super-beasts and super-men and mythical creatures thought the stuff of lore, had ended; a new job lay before the governments of the time: "How do we keep these powers from being too out of control?"
The simplest solution, not doing anything; resulted in Chicago getting flattened by a Super Hero Community vs Organized Crime vs Local Authorities three-way-battle and California's San Andreas fault being a bit wider, as well as happenings like the Grand Canyon being made a bit "Grand-er" and George Washington on the Mount Rushmoor monument losing an eye! New York's Subway system had to be rebuilt, entirely, twelve times in eight years, which was made possible by the Super Powers that caused it, but still.
Come the 60s and all the demonstrations for peace, The Super Hero Community and the Local, State and Federal authorities decided that "Super Powers" should be treated similarly to how automobile licenses were starting to work.
This doesn't mean miles of tests or overly restrictive bureaucracy or laws. This just means one registration meeting and one to five personality test and assessment meetings, whenever you feel you have super powers, to make sure you don't just Think you have them. Then we take a few aptitude tests, two or three separate activities and you get a license that expires in six years for you to do whatever needs super hero-ing. You get support from local authorities, the database is secure...
Until one day, Spring 1984 at 6am a large shadow hung over the central capitol at the time, Washington D.C. This shadow, large, cylindrical, rounded and shifting with technologies the super populace barely managed to understand. About the named time of what some call the "High Noon Event" creatures we would describe as "Demons" descended upon the city and many surrounding burgs and towns. The Super Populace concentrated there at the time to help finish dealing with all the legislative problems, couldn't manage to save everyone: some were killed on the spot with savage razor, blunt and bite attacks, even occasionally fire emittings! Then they took most bodies they could carry, along with those they could snatch from their dwellings!
The Supers, during the attack, actually mostly managed to hold their own! In a gambit assault, a team comprised of several disparate Heroes managed to break through the Demonic swarm of aliens to reach their ship! This team's Vanguard comprised of a vaporously-formed being named the "InSpectre", ancient relic infused UltraSuper Sorcerer "Space Centurion", Nano-Bio-Tech-Human "Pariah" and the frontier justice duo "Law and Order"!
"Law" and "Order" managed to get aboard the Mothership and make it to a Main Bridge and Power Supply. They had then made a Last Stand against the invaders inside their own Mothership, "Order" causing the Power Reactors to Overload and Destroy the Mothership, which caused all other invading forces to retreat into deep space. Peace Reigned over Earth for a time. allowing the heroes to regroup and reform their loose organization. now to be known as the "Citizens of the World". Joined by new heroes in the 90s: Metal-and-Weight-specific-telekinesis manipulator "Coin Shot", Super-Ninja "KamiKage", Ultra-Weather manipulator "Tempest" and surfing virtuoso of the Magic Ice-Board "Big Chill" were "Licensed" then enlisted to fend off threats to the Earth, Far and Wide! From their own Capitol of Ocean City, Maryland USA to multiple Locations across the World!
