Civ City: Rome is an empire building game. It is a cross between Age of Empires, Sim City, and Civilization. Managing to weave all of these elements together without seams is the art of a fine seamstress, of which you'll have many in your various towns.

The "campaign", which is a long, glorified tutorial (that doesn't feel like one!) is engaging, and gives you plenty of direction, and things to do - without overwhelming you.
It would be very easy, to get overwhelmed if it weren't for this, and this is a welcome addition to the game.
It is something that surprisingly, holds up really well, in spite of some of the documented shortcomings. If you never played this but like AoE, and Civ - this is the perfect marriage of both. Be warned however, it is more sim city than either of these titles, but does a good job at appealing to all of these things at once. Between missions you also get some great (probably for the time) - cinematic sequences with some fairly poor Roman accents.

I'm actually recommending this game, even in 2019!
