Continuing where our Correcting Contrails Narratives I & II left off, knowing now that all contrails matter (1), because not only are they pollution (2), but as potential cirrus cloud makers, they also have a tremendous effect on global warming & climate change (3).
We saw the phenomena of the persistent contrail, has been around for a while, but that so has the desire to access its potential as a weather modification technology, and to utilize the reflective properties of various surfaces of the Earth for the purposes of controlling weather and harnessing the powers of the sun (4). We saw how, though nothing new, the chronically under-reported contrail pollution problem has created industry “solutions” the public is also lacking the headlines on, such as the introduction of a dual fuel line that allows more control over when they make and don’t make clouds. However, officially, and on a publicly low-key front, they are are choosing to allow the clouds to happen for now, so that they can “study” them (5). The ultimate goal is to make clouds by day, and none by night (6) to offset the net warming that clouds have, since they can both cool by shading, keeping heat out, or warm by reflecting and trapping heat in.
INADVERTENT CONTRAIL POLLUTION PROBLEM OR DELIBERATE LARGE SCALE, WEAPONIZED ALBEDO MODIFICATION PROGRAM?
Though Jim believes that contrail pollution and not conspiracy theory is at the root of our contrail problems, in his “The CIA, Weather Warfare, and Climate Terrorism” article (7) he states that though he believes we can not detect rogue geoengineering scientifically, his “research… has taught (him) that one thing is for certain, if military advantage can be had by using an emerging technology, the military will use it despite legal ramifications in the name of “national defense.” The United States of America’s military is once again engaged in the advancement of weather warfare technologies despite ENMOD bans (8).”
Lee goes on to talk about popular documents such as the military’s “Weather as a Force Multiplier: Owning the Weather in 2025” (9), and also shares the mapping of HAARP and other ionospheric heaters which bring us into the space based applications of chemtrails. Enter the NATIONAL SECURITY blanket that effectively shields this program in secrecy, keeping us from even being allowed to know.
We may not be able to prove all of the agendas that could also be hiding behind the contrail pollution problem, however laws such as Public Law 105-85 (10) is evidence that it would be unwise to just take it for granted that this isn’t happening. Written in 1997, the Public Law states that human beings can be used as guinea pigs for testing of chemical and biological agents in certain exceptions. According to this law, we may be experimented on for:
(1) Any peaceful purpose that is related to a medical, therapeutic, pharmaceutical, agricultural, industrial, or research activity.
(2) Any purpose that is directly related to protection against toxic chemicals or biological weapons and agents.
(3) Any law enforcement purpose, including any purpose related to riot control.
While some take the “it ain’t doing’ harm until you can prove it is” approach to things, when it comes to preserving human life and our limited resources- the most precious of all “things”- we should err on the side of caution & prevention using deep, honest, & PUBLIC debate about the cause and consequences of that which we choose to introduce to the environment in any large and consistent scale. And the public should be made aware. But you have been made aware. A Public Law stands to notify the public.. Our silence is our consent.
Under this exceptions clause, any number of groups, agencies, universities, industries or militaries can be engaged in whatever dubious project that fall under the loose label of “peaceful purpose” and we’re supposed to just ignore the claims that groups of people have been targeted and/or experimented on for decades? From Woodstock (11) to Standing Rock (12), stories & complaints of the domestic weaponization and misuse of weather and/or chemtrails have been shared.
I once met an army captain who claims he was ordered to deliver as many body bags as he could just outside of New Orleans, 11 days before Katrina made land fall (13). The captain said he was told they knew New Orleans would be the target because of advanced satellite technology. Whether they were using the satellite to predict the storm or steer it, their lack of response afterwards makes them criminally negligible, one way or another.
A friend who had been a former special ops in the first Gulf War who once photographed for the military an experiment he said involved two planes working in tandem, each issuing out different matter that interacts with the other’s payload in a certain desired way, alchemizing in the air post delivery! He said they loved experimenting in the Pacific Islands so they can isolate the results of their tests more accurately, and that when they ran climate engineering projects back home, they threaded them into existing flight paths for plausible deniability.
Some of the stories are from my own observations, and one came from when I was living on the beaches of Charleston, South Carolina in 2012. I validated my suspicion that not only are there chemtrails that spread and persist, but some that quickly disperse, too. This suspicion was confirmed when I picked up a pair of military grade binoculars and was able to see two planes that triangulated exactly behind one of these “quick dispersers” in tandem with it, forming a pyramid behind it, and without laying any trails down whatsoever. All were in the same altitude, with their arc of flight totally in sync. Meaning 2 planes had no contrails or visible exhaust of any kind, and one had a longer than usual one, that dissipated quickly. For those and oh so many other personal stories and observations I am personally confident we are being played at a level that is deeper than “they” admit to.
Of course, it’s still all hearsay to the reader, but one doesn’t need to go far to find legitimate times in the past that rain was bio-weaponized (14). History is laden with examples of government experiments (15) using human subjects (16), and time has proven that neither industry, nor their alleged regulators, seem to care (17). It would be sheer folly to dismiss the intent (18) and appreciation for the potential leading edge that the employment of such technology would yield stated by those who politically are in the know:

In the United States weather modification will likely become part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.”

Despite the evidence & history of weaponized intent, chemtrail deniers still insist that a covert climate engineering program would be hard to hide… but is there a way one could go about threading the lies of a covert program into the tapestry of trails that could possibly occur “naturally” (“natural” being a relative term when it comes to jet fuels & additives), so as to exploit and hide behind the “shade” of uncertainty & plausible deniability provided by this tapestry? YES.
