My heart goes to those affected by the recent meteorological storms and the on going ones.
This post treats of the history of geoengineering also called climate engineering, some aspects of meteorology and the recent hurricanes Harvey and on going Irma, Jose and Katia.
I've been researching and talking publicly about geoengineering programs for years now. I've wanted to write a post on this subject since I've joined Steem. I've precipitated (no pun intended) its writing in the wake of the recent events.

Geoengineering
Climate engineering or geoengineering is the deliberate and large-scale intervention in the Earth’s climatic system. [Wikipedia]
There are many geoengineering schemes or ways to influence Earth's climatic system. Here's one list from wikipedia.
Weather Modification
"Weather modding is the act of intentionally manipulating or altering the weather. The most common form of weather modification is cloud seeding to increase rain or snow, usually for the purpose of increasing the local water supply. Weather modification can also have the goal of preventing damaging weather, such as hail or hurricanes, from occurring; or of provoking damaging weather against the enemy, as a tactic of military or economic warfare like Operation Popeye, where clouds were seeded to prolong the monsoon season in Vietnam. Weather modification in warfare has been banned by the United Nations." [Wikipedia]
Some weather modification programs affect climate and thus could also be considered geoengineering programs and geoengineering program always modify weather even if it might be very subtle at first.
Cloud Seeding
Cloud seeding was first achieved for the first time in 1946 as reported by this 1968 documentary produced by the Commonwealth Scientific and Industrial Research Organisation.
I was first achieved by dropping dry ice into clouds and then silver iodide was used.
Most people don't know much about this even if this documentary is 49 years old and the technology of cloud seeding is more than 70 years old.
The documentary contains actual footage of these programs.
Weather Warfare
Weather warfare is the use of weather modification techniques such as cloud seeding for military purposes. [Wikipedia]
Operation Popeye
"Operation Popeye was a highly classified weather modification program in Southeast Asia during 1967–1972. The cloud seeding operation during the Vietnam War ran from March 20, 1967 until July 5, 1972 in an attempt to extend the monsoon season, specifically over areas of the Ho Chi Minh Trail. The operation was used to induce rain and extend the East Asian Monsoon season in support of U.S. government efforts related to the War in Southeast Asia."
" Fifty cloud seeding experiments were conducted with the result that 82% of the clouds produced rain within a brief period after having been seeded. It was claimed that one of the clouds drifted across the Vietnam border and dropped nine inches of rain on a US special forces camp over a four-hour period. After the successful completion of the test phase, Project Popeye transitioned from an experiment to an operational program of the U.S. Defense department." [Wikipedia]
It makes you wonder about what they have in their arsenal today.
Operation Popeye declassified papers use to be linked on Wikipedia. I remember reading the Operation prolonge and intensify the monsoon rain by a lot.
Project Stormfury
"Project Stormfury was an attempt to weaken tropical cyclones by flying aircraft into them and seeding with silver iodide. The project was run by the United States Government from 1962 to 1983."
"However, Project Stormfury had positive results as well. Knowledge gained during flights proved invaluable in debunking its hypotheses. Other science resulted in a greater understanding of tropical cyclones. In addition, the Lockheed P-3's were perfectly suitable for gathering data on tropical cyclones, allowing improved forecasting of these monstrous storms. Governments only tell truth as a way to deceive. What Project Stormfury proved or disproved we can't know for sure.
Alberta Hail Project
"The Alberta Hail Project was a research project sponsored by the Alberta Research Council and Environment Canada to study hailstorm physics and dynamics in order to design and test means for suppressing hail. It ran from 1956 until 1985. The main instrument in this research was an S-band circularly polarized weather radar located at the Red Deer Industrial Airport in central Alberta, Canada." [Wikipedia]
Project Cumulus
"Project Cumulus was a 1950s UK government initiative to investigate weather manipulation, in particular through cloud seeding experiments. Known jokingly internally as Operation Witch Doctor,[1] the project was operational between 1949 and 1952." [Wikipedia]
*"On 16 August 1952 a severe flood occurred in the town of Lynmouth in north Devon. Nine inches (229 millimetres) of rain fell within twenty-four hours: "Ninety million tonnes of water swept down the narrow valley into Lynmouth" and the East Lyn River rose rapidly and burst its banks.[3] Thirty-five people died and many buildings and bridges were seriously damaged. According to the BBC, "North Devon experienced 250 times the normal August rainfall in 1952."

California
"Weather modification via cloud seeding has a long history in perennially dry Southern California.[1] Santa Barbara County has been cloud seeding with both ground-based machines and dedicated cloud-seeding airplanes since the 1980s. In 2016, Los Angeles County rebooted its cloud seeding program (with ground-based machines) for the first time after 2002." [Wikipedia]
Pacific Gas And Electric Company
Yearly uninterrupted cloud seeding program has been going on since the 50' in California.
"PG&E has been doing cloud seeding for nearly 60 years, both in northern and central California and we do it to help supplement the snowpack which benefits with more hydroelectric power. The other benefits include more water for grazing, for forests, and other uses," explained Paul Moreno, spokesperson for PG&E. [Source]
"Officials at PG&E say they generate about 5% more snowfall over the entire season. Not only are they producing clean renewable energy, it's economical too. The additional hydropower generated far outweighs the cost of cloud seeding." [Souce]

UCAR: "The University Corporation for Atmospheric Research is a nonprofit consortium of more than 100 North American member colleges and universities focused on research and training in the atmospheric and related Earth system sciences. UCAR manages the National Center for Atmospheric Research with sponsorship by the National Science Foundation."
Weather on Demand: Making It Rain Is Now a Global Business
Welcome to the strange world of cloud seeding.
"The man who’s brought cloud seeding to 31 countries on six continents works out of an unassuming airfield in North Dakota. Patrick Sweeney is 63, with thick silver hair and the compact build of a wrestler."
"There are 34 private companies worldwide that do weather modification, but there’s no bigger rival in aerial cloud seeding than the Chinese government." [Bloomberg]
Weather as a Force Multiplier: Owning the Weather in 2025
The title above is the actual name of a research paper presented to the air force in 1996.

Ionospheric Heaters
"An ionospheric heater, or an ionospheric HF pump facility, is a powerful radio wave transmitter with an array of antennas which is used for research of plasma turbulence, the ionosphere and upper atmosphere." [Wikipedia]
These ionospheric heaters can influence the ionosphere and thus possibly jet stream, weather and climate.
HAARP
Haarp is one of the best known ionospheric heaters and has been shut down in 2015. [Wikipedia]

Note: Ionospheric heaters don't cause earthquakes. They could potentially influence their occurrences by influencing the ionosphere but that is at best speculative though it has been shown noticeable ionospheric changes very often occur naturally before earthquakes. The amount of energy release by an earthquake of magnitude 4.0+ is many magnitude more than any ionospheric heater output can achieve.
China
China is currently running the biggest publicly known weather modification program.
"China creates 55 billion tons of artificial rain a year—and it plans to quintuple that"
"It’s now the most trigger-happy cloud-seeder in the world. In 2011, China spent $150 million on a single regional artificial rain program; it’s unclear how much other local governments spend. The US, by comparison, spends around $15 million a year. It now creates 50 billion tonnes (55 billion tons) of artificial rain a year. That compares with an average of 36 billion tonnes a year (40 billion tons) from 1999 to 2006." - 2014 - [Qz.com]

Chemtrail
Chemtrails is a contraction of “chemical trails” – a term historically used by NASA to describe chemical releases from rocket experiments. [NASA]
Nowadays, chemtrail is a term loosely used to mean some possible on going top secret weather modification program and climate engineering. It is used to describe the trail behind some airplanes which are thought to be used in those programs. Chemtrail is also used by NASA employee to describe other chemical trails of many sorts.
Some argue chemtrail which have some of the characteristics aspects of contrail are in fact chemical trails possibly part of some top secret operation.
Contrails
"Contrails (short for "condensation trails") are line-shaped clouds produced by aircraft engine exhaust, typically at aircraft cruise altitudes several miles above the Earth's surface. Contrails are composed primarily of water, in the form of ice crystals." [Wikipedia]
Even contrail modify weather, though maybe the report below was mostly intended to cover up some on going weather modification program. I don't know.
Chemtrail: What I've Observed
I've personally observed very similar situation to what is seen in the video below. I've also observed other very peculiar flying pattern and air traffic.
One day I counted 84 airplanes in less than 3 hours in a place where it isn't that rare not to see any single planes for many hours on end. The sight was so out of the ordinary then a newspaper from a city around 50km from where I live, ran an article saying that many people had called the authorities asking about what was going on with this weird air traffic but according to the newspaper, it was all normal air traffic.
At some point I could see 12 airplanes at the same time. These airplanes looked like commercial airplanes but were flying unusually slow and low. Most of them where leaving long lasting trails yet some trails would just dissipate right away. There is absolutely no way what I saw was normal air traffic.

Military Operation Called Shafting
A compilation of meteorologists talking openly on national television, about military operations releasing chemical metal in the atmosphere for whatever reasons and appearing on radars. Some of these operation are confirmed by the US military. What is shown on the image radar looks pretty identical to what is shown in the video above.

Hurricane Harvey
51.88 inches of rain
"Hurricane Harvey was the first major hurricane to make landfall in the United States since Wilma in 2005, ending a record 12-year drought in which no hurricanes of Category 3 intensity or higher made landfall in the country. In a four-day period, many areas received more than 40 inches (1,000 mm) of rain as the system meandered over eastern Texas and adjacent waters, causing catastrophic flooding. Hurricane Harvey caused more rainfall than Katrina, Andrew and Sandy combined. [Source]
A 1-in-1,000 year rain event
The rainfall amounts across the Houston area rank as roughly a 1,000-year event. This does not mean that it will be 1,000 years before the next flood of this magnitude occurs.

Governments Tempering With The Weather
Whether or not someone think hurricanes are directly tempered with, there's still so many publicly admitted weather modification programs all of which affect weather in it's own way. Plus the simple fact that the governments have the power to modify the climate most probably without us ever noticing it is concerning.
May this post help people to realise the odds are that most top secret modification programs are still undisclosed and some easily and widely observable evidences are best explained by exactly this, top secret modification programs.
Knowledge Empowers People
Whenever encountering someone who assures there is no such on going top secret modification programs, I find it smart to ask them if they know there as been declassified programs of the sort in the past. If they can admit to this fact then asking them how can they prove there isn't any such programs on going today is usually enough for most to admit they can't. For them to prove such a thing, they would have to have inspected every planes taking off in the world today which is obviously impossible.
Let's Try To Avoid Fooling Ourselves
We sometimes repeat what we hear without much thinking. We need to remind ourselves that when we are repeating what others are saying or treating something speculative as something we know, we are fooling ourselves, disempowering ourselves in a very foolish manner.
We shall avoid delegating our critical thinking to the masses but instead always think for ourselves.
