Good cop Bad cop.

The conversation revolved around the recent George Floyd incident. While this topic can be addressed from many angles. It can be approached with a point of view and facts pulled from history to support that particular view. Incidents of the past used to represent the view being portrayed today.
Like many things it can also be viewed in a conspiracy theory of keeping people of an ethnicity subjugated to a ruling class. This may not be very far from the truth. It might not be planned out as such, but the end result is the same thing. People subjugated under an authority.
Before I go further with this line of thought. I want to emphasis, I do not think this is just to a minority group. I do think and feel very strongly, that this subjugation is for all. Not ranked by skin colour, belief or anything else, but to maintain control over the mass populous of a nation.

One of the question that came up as I entered the voice chat was, Did the rioting over the George Floyd murder (manslaughter) achieve anything at all. In my view it definitely did. It brought the attention of the world down on the United States and we are all watching now. Without the rioting, the murder of a man on the street of the United States by a police officer would have not been deemed news worthy to other nations. Perhaps, not even outside of the local vicinity would it have gained any media coverage. So yes! the rioting did achieve something.
Within this rioting more damage is done than progress is made though. The destruction of private property and business (small business to be more specific) will be very hard to recover from. The costs to this clean up will come from tax payers and reduce the finance available to combat the violence by police that is being protested against. We can go in circles on this topic.

Within the systems we live in. The laws made and those who enforce it. There are many flaws, some might be the laws and the limitation law enforcement has to combat certain things. Due to evidence and how evidence is acquired. These are things I am not getting in to.
What I would like to try highlight as best I can is policing the police.
Using the George Floyd incident as precedent. There was more than one police officer present at the time of death. While from what I have seen was only one officer holding his knee on the neck of George. I did see footage of another officer present. I have heard there was a total of four officers present. It is the duty of all officers to protect and serve the citizen.
While this man George was being restrained with excessive force. (concluded by the death of the man) Another three officers failed to do their duty in protecting this victim or corporate and law enforcement crime. Failing to protect a citizen because the perpetrator of the crime is an officer of the law, is still neglecting to perform the duty entrusted.
It is also common knowledge, that in cases of crimes committed by those in law enforcement (at least during the course of duty) that officers do not speak out against those crimes. They do not report misconduct and they do not generally testify against those actions in court. Often reports written omit certain details of an incident to protect another officer. Ways to combat this need to be found. Ways to police the police need to be established outside of internal investigations by the law enforcement establishment.

A failure to perform the duty's associated with the position held by a law enforcement officer should carry some kind of penalty.
Standing by while another officer commits a crime should no longer be accepted within the law enforcement establishment.
Accountability for excessive force or abuse of position should carry penalty's too.
This list of things that law officers fail to do could become endless. Those are just samples of what needs to change and how to bring about those changes is not something that any of us have the full answer to. Incidents that bring less trust toward the law enforcement establishment distance us all from a better future. Instillation of systems to combat and hold those within law enforcement accountable need to be brought about.
Prosecution, not only of the perpetrator (officer) of a crime but also of those who stand by idle and permit the crime to take place.
Public record of law enforcement employee's need to be established. This could be done through use of Blockchain technology. Having each officer listed holding records of arrests, complaints brought against an officer, use of firearms and any other relevant data showing the history of an officers activity's. This can be accessed when needed to show if an officer is corrupt in actions, excessively abusive of power, targeting minority's or other should the need arise.
Just like we have neighbourhood watch. We have police camera's mounted on poles. We have camera's in police stations. All these camera's should be operated by the public. When an incident has happened these recordings can be accessed by the public and viewed to find out what really happened. The police watching each other we know does not work from experience. A public watch of the police needs to be brought about. The same way footage can be used against a criminal should be held to the police forces. Camera's monitored by an in independent source. Which does not come under the jurisdiction of any police force or law enforcement entity, but does act on the behave of the public to protect and secure their rights.

These are just some of my thoughts and personal opinion. The topic is much bigger than I have wrote here with many more sides and complications. The system needs to change and how those within it work needs to change too. I have listed some things that I think need to change and possible ways that could help bring about that change.
There might not ever be a perfect solution that suits everyone. We do not need to have a solution that suits those in Law enforcement. We need a solution to suit the population equally.
