an walking u to her. Walking up to a girl puts her in a position of power and power corrupts. With that feeling of power there's no telling what she might do.
Cynical, right? LOL. Let me explain.
It might sound like I'm saying she would attack you or do something else that's crazy. I'm not saying she would, I'm saying she might. You've not seen or heard of many situations like that?
A guy would walk up to a girl and she'll be rude or dismissive, there's no way you've not seen or heard about this. Many times she'll be polite and cool but don't let that make you forget that sometimes she's rude too.
Plus even when she's cool and polite, there is something walking up to a person does to them, it makes them feel like the prize and that you're acknowledging that they're the prize and that they better make you work at least a little harder for this prize.
It also makes them leave the burden of conversations and the further moves with the relationship/friendship with you.
I've met girls a hundred different ways, and I always prefer any way that doesn't have to do with me walking up to them or chatting them up without anything to say apart from exchanging pleasantries and trying to make conversation from start.
It's best for someone to introduce you and leave you guys alone, or you meet in public like find her sitting next to you in a bus and you don't say anything to her until something happens. Say someone makes a joke and you both laugh and say some things to each other about the joke and then continue the conversation from there.
Or maybe you have something interesting to say about the book she's holding or something.

Just not having to start a conversation that sounds like there's no reason for it other than just a conversation. Because that would trigger her "hard-to-get" mode.
Triggering her "hard-to-get" mode is something you don't want to do.
Being a very good looking guy (like I always like to brag 🌚), I've had girls get very desperate for me and show me they really like me, but none of them were girls I walked up to.
From my explanation so far I bet you know why that is. Even if a girl was going to like you, walking up to her reduces that. It works out sometimes, but I'm sure it would have worked out better if you guys met as classmates or in church or some other way that was left in fate's hands.
In conclusion, walking up to a girl might be the only way to get to talk to a girl because she if you want to leave things in fate's hands fate might never bring y'all together. So you can still do it, although you have to know the downsides, plus you have to only do it if there's no other way just like the title of this post says.
