In order to structure the publications on Hive, I will focus on the case of unpopular or unreferenced (Hashtags (#)).
I have noticed in my reading of Hive articles that many #Hashtags (usually not very popular) lead to an empty page.
So I create a page for each #Hashtag and to Boost them
