I've written about this before. In fact it is part of my profile description. "Compassion by proxy isn't!" This simply means that we cannot expect representatives to handle our compassion for us. Compassion is not a fire and forget process.
These days people seem to think donating to some agency, electing some person who pushes a bill, etc. are signs of compassion. They are not.
Compassion comes in the form of choices YOU make, and actions YOU take. Someone else cannot do compassion for you.
This is also largely why Communism and Socialism are lies. They play emotional games with people to convince them that somehow by embracing these ideas you are being compassionate and pushing to help others. The problem is that it is all built upon the concept of Compassion By Proxy. It is a lie.
If you want to help someone. Do it yourself. Sure you can't help everyone and you need to accept that and live in the reality. However, if you and everyone else simply embraced what compassion truly is and helped people you can when you can then collectively we all can come far closer to achieving the fantasy land ideas that are painted by Communists, Marxists, Maoists, and Socialists.
Focus on what YOU can do. Don't pawn off your duty to someone else. Don't choose someone else to take your "donations" and hopefully do the right thing with them.
Don't pick a scapegoat you can blame without taking any of the guilt upon yourself when they don't act as they told you they were going to act.
Don't point at your scapegoat when they push ideas that you supported and they produce undesirable outcomes.
Acknowledge your own choices. Accept the consequences of those choices as being owned by YOU. Learn from your failures and your successes. Grow as a person.
If you want to be compassionate I applaud you. Simply don't lie about it and claim you are compassionate because you've pawned off your duties of compassion to some other person or organization.
Compassion by proxy is a lie.
To be compassionate YOU must act, not someone else in your "behalf".
