Top 21 witness are across the top

The first column is a list of accounts with more than 1000 mVests (as seen in hive-db.com, includes vesting and proxied shares) currently voting for a top 20 witness. Checking only accounts with more than 1000 mVests was an arbitrary decision since I did this by hand... if you want a full report around witness voting, you could ask @penguinpablo how much he'd charge for such a thing
