Bankomaten in Belgrad sind eine totale Abzocke, wenn man eine Euro- und keine Dinar-Karte besitzt.
Jeder ATM verlangt zunächst eine Fixgebühr von 500-600 Dinar (RSD) unabhängig von dem Betrag, den man abhebt. Das sind ungefähr 4-5 Euro. Irre.
Dazu kommen dann noch die Gebühren von der eigenen Karte/Bank und die Wechselkurs-Gebühren.
Der offizielle Devisenkurs beträgt etwa 117 RSD für 1 Euro (bzw. 0.0085 für 1 RSD). Angeboten wurden aber lediglich 104 RSD von dem ATM für 1 Euro. Wenn man die Transaktion von der eigenen Debitkarte wechseln lässt, habe ich einen Kurs von etwa 114-116 bekommen, plus 2 Euro Gebühr.
Insgesamt hat eine Abhebung von 5000 RSD (42 Euro) effektiv 51.03 Euro gekostet (mit Umrechnung von der eigenen Karte). Der ATM hätte 53.69 Euro verlangt. Das entspricht einer effektiven Gebühr von 21% bis 27%. Das ist echt heftig.
Noch schlechter sieht es bei kleineren Abhebungen aus, wenn man zum Beispiel Dinar im Wert von nur 10 oder 20 Euro abheben will. Dann können auch schon mal 50% Gebühren anfallen.
Fun fact: Auch österreichische Banken sind in Serbien aktiv und bieten ähnlich schlechte Konditionen wie die internationalen Banken.
So könnt ihr die hohen Bankomat-Gebühren umgehen
Wegen der hohen Fixgebühr sollte man so große Beträge wie möglich auf einmal abheben, am besten 300-400 Euro, falls ihr sowieso viel Bargeld benötigt. Das reduziert die Gebühren erheblich.
Wichtig ist, akzeptiert den schlechten Wechselkurs, den euch die ATMs anbieten wollen, nicht, sondern lasst die Transaktion von eurer eigenen Karte umrechnen.
Vermutlich die günstigste Alternative ist, das Bargeld direkt in Euro mitzunehmen, das ihr wechseln wollt und dieses dann old-school in einer Wechselstube zu wechseln. Das würde sämtliche Banken- und Kartengebühren umgehen. Aber auch hier müsst ihr extrem vorsichtig sein, um nicht abgezockt zu werden. Informiert euch vorher, wie viel Dinar ihr effektiv für eure Euros bekommen würdet. Und nicht jeder hat Bock, größere Summen in bar mitzunehmen.

ATMs in Belgrade are a total rip-off if you have a euro-based debit card and not a dinar card.
Every ATM initially charges a fixed fee of 500-600 dinars (RSD) regardless of the amount you withdraw. That's about 4-5 euros. Crazy.
Then there are the fees from your own card/bank and the exchange fees, poor exchange rate, etc.
The official exchange rate is about 117 RSD for 1 euro (or 0.0085 for 1 RSD). However, only 104 RSD were offered by the ATM for 1 euro. If you have the transaction changed from your own debit card, I got an exchange rate of around 114-116, plus a 2 euro fee.
In total, a withdrawal of 5000 RSD (42 euros) effectively cost me 51.03 euros (with conversion from my own card). The ATM would have charged 53.69 euros. This corresponds to an effective fee of 21% to 27%. That's insane.
The situation is even worse for smaller withdrawals, for example if you want to withdraw dinars worth only 10 or 20 euros. In this case, fees can be easily exceed 50%.
Fun fact: Austrian banks in Serbia offer similarly poor conditions as the international banks.
How to avoid the high ATM fees
Due to the high fixed fee, you should withdraw as large amounts as possible at once, preferably 300-400 euros if you need a lot of cash anyway. This reduces the fees considerably.
It is important not to accept the poor exchange rate that the ATMs want to offer you, but to have the transaction converted from your own card.
Probably the cheapest alternative is to take the cash you want to change directly in euros with you and then change it old-school at a bureau de change. This would avoid all bank and card fees. But even here you have to be extremely careful not to get ripped off. Find out beforehand how much dinar you would effectively get for your euros. And not everyone wants to take large sums of money with them in cash.
