Unglaublich, wie schnell die Regierung im Fall des tragischen Amoklaufs an einer Grazer Schule reagiert.
Viele Politiker und Medien haben Stimmung für ein generelles Waffenverbot für Privatpersonen gemacht. Zu bedenken ist aber, es gibt kaum ein Land auf der Erde, wo es ein generelles, vollständiges Waffenverbot gibt, nur in wenigen Ländern wie Nord Korea oder Eritrea ist das der Fall.
Selbst in Deutschland ist es nach Nachweis eines Bedürfnisses und vielen weiteren Prüfungen möglich eine Waffenbesitzkarte (WBK) zu beantragen. In der Praxis ist das aber ein mühsamer und schwieriger Prozess.
In Österreich ist der Besitz von Waffen ebenfalls streng reguliert, aber nicht ganz so streng wie in Deutschland, bis jetzt. Man muss für Kategorie B-Waffen einen Antrag um Erlaubnis stellen (WBK) und Prüfungen ablegen und ein Mindestalter von 21 Jahren aufweisen. Kategorie C-Waffen (zum Beispiel Flinten mit manueller Repetierfunktion, ohne Magazin) waren bis jetzt sogar erlaubnisfrei ab 18 zugänglich.
Das Mindestalter soll jetzt generell auf 25 Jahre erhöht werden und die Abkühlphase von 3 Tagen auf einen Monat verlängert werden. Das heißt, man muss einen Monat warten, bis man die Waffe nach einem Kauf überhaupt bekommt.
Weiters soll die WBK in Zukunft auf 8 Jahre befristet werden. Wie man die WBK danach verlängern kann, ist noch nicht ganz klar. Bürokratischer Mehraufwand.
Auch der Informations-Austausch zwischen den Behörden soll verbessert werden. Der Attentäter ist beim Bundesheer aus psychologischen Gründen für untauglich erklärt worden, bekam aber später eine Waffe. Systemversagen.
Der Amoklauf soll auch dafür genutzt werden, um die Messenger-Überwachung mit einem Bundestrojaner (Spyware) einzuführen. In konkreten Fällen dürfen Geheimdienste dann Spyware auf den Smartphones und Computern von verdächtigen Personen installieren. Das ist heftig.
Zu den Maßnahmen gehört auch die Verdopplung der Schulpsychologen, was meiner Meinung nach eine der sinnvollsten Maßnahmen ist. Allerdings wird ein zusätzlicher Psychologe an den Schulen auch nicht alle gesellschaftlichen Probleme lösen können.
Debattiert wird auch die Einführung von strengen Alterskontrollen für Social Media. Durch die Hintertür würde so eine Ausweispflicht (KYC) für Social Media kommen, jeder Account soll damit klar identifizierbar sein. Diese Maßnahme ist aber noch nicht beschlossen.
Was sagt ihr zu den Änderungen des Waffenrechts und zur Messenger-Überwachung?
Ganz schlüssig ist das neue Mindestalter für mich nicht, da man in Österreich bereits mit 18 Jahren den Wehrdienst ableisten muss. Als neutrales Land wie Österreich, das keinem Militärbündnis beigetreten ist, müsste es auch ein gesellschaftliches Interesse an einer wehrfähigen, mündigen Bevölkerung geben. Eine komplette Entwaffnung der Bevölkerung, wie das manche Politiker fordern, würde meiner Meinung nach die Wehrfähigkeit unterminieren und die Realität der angespannten Sicherheitslage und wachsenden militärischen und gewaltbereiten gesellschaftlichen Bedrohungen und Gefahren ignorieren. Auf der anderen Seite muss natürlich ein verantwortungsvoller, rechtmäßiger Umgang mit Waffen sichergestellt werden. Dilemma.

It's incredible how quickly the government reacted to the tragic shooting rampage at a school in Austria, Graz.
Many politicians and media outlets have been pushing for a general and complete ban on private gun ownership in Austria. However, it's important to note that there is hardly a country on earth where there is a general, complete ban on guns; only a few countries, such as North Korea and Eritrea, have such a complete ban.
Even in Germany, it is possible to apply for a gun license (WBK) after proving a need and undergoing many other checks. In practice, however, this is a tedious and difficult process.
In Austria, the possession of guns is also strictly regulated, but not quite as strictly as in Germany, at least until now. For category B weapons, you have to apply for a gun permit (WBK), pass tests, and be at least 21 years old. I'm not entirely convinced by the new minimum age of gun ownership, as you have to do military service in Austria at 18. As a neutral country like Austria, which hasn't joined any military alliance, there should also be a social interest in having a population that is capable of defending itself and having responsible, free population. In my opinion, completely disarming the population, as some politicians are calling for now, would undermine the ability to defend the country and ignore the reality of the tense security situation and growing military and violent social threats and dangers. On the other hand, of course, responsible and lawful use of weapons must be ensured also. That's the dilemma.
