Deutschland hat jetzt mit einer FDP-Regierungsbeteiligung eine Wegzugsteuer für ETFs eingeführt. Wenn man seinen Wohnsitz aus Deutschland ins Ausland verlagert und ETFs mit einem Anschaffungswert größer 500,000 Euro hält, muss man die Gewinne aus dem ETF versteuern, so als ob man zum Zeitpunkt des Wegzugs die gesamten ETFs verkauft hätte. Für Kryptowährungen gilt die Regelung anscheinend (noch) nicht.
Ähnliche Besteuerung gibt es übrigens auch in den USA, wenn man die Staatsbürgerschaft aufgibt, wie im Fall von Roger Ver, der jüngst mit dem Fiskus Probleme bekommen hat und im Ausland verhaftet wurde, obwohl er sich zum Zeitpunkt des Wegzugs von Anwälten und Steuerberatern beraten ließ.
Noch dramatischer ist die Wegzugsteuer in Österreich. Hier gibt es die 500K-Grenze nicht und sie gilt auch für Wertpapiere und Beteiligungen. Vermutlich auch für Kryptos, aber ganz sicher bin ich mir nicht, da müsste ich erst einen Steuerberater fragen.
Die Wegzugsteuer fällt dann auf fiktive, nicht realisierte Gewinne an, so als ob man all seine Assets zum Zeitpunkt des Wegzugs verkauft hätte. Das ist schon heftig. Der Wegzug gilt in Österreich nicht in andere EU-Länder.
Ein Anreiz nicht wegzuziehen, aber auch ein Anreiz als Investor nicht nach Deutschland oder Österreich zu kommen bzw. können sehr vermögende Expats wiederum nach Schlupflöchern suchen.
Ein Dilemma, je höher die Steuerlast desto unattraktiver wird ein Land für Investoren, was sich dann irgendwann auch wieder negativ auf die Wirtschaft und Wettbewerbsfähigkeit auswirkt.
Länder stehen auch in Steuerangelegenheiten in Konkurrenz zueinander, auch eine Wegzugsteuer wird Vermögende letztendlich nicht davon abhalten, Deutschland zu verlassen, wenn der Standort in Summe nicht attraktiv genug ist.

Germany has now introduced an exit tax for ETFs even with the participation of the Liberals (FDP) in the government.
If you move your place of residence from Germany to another country and hold ETFs with an acquisition value of more than EUR 500,000, you must pay tax on the gains from the ETF as if you had sold the entire ETF at the time of departure. Apparently, this regulation does not (yet) apply to cryptocurrencies.
Incidentally, similar taxation also exists in the US if you renounce your citizenship, as in the case of Roger Ver, who recently got into trouble with the tax authorities and was even arrested abroad, even though he was advised by lawyers and tax advisors at the time of his departure.
The exit tax in Austria is even more dramatic. There is no 500K limit here and it also applies to stocks and other investments. Presumably it also applies to cryptos, but I'm not quite sure about that, I'd have to ask a tax advisor first.
The exit tax then applies to fictitious, unrealized gains, as if you had sold all your assets at the time of departure. That's quite hefty. The exit tax does not apply however, if you relocate to other EU member states.
An incentive not to move away, but also an incentive not to come to Germany or Austria as an investor, or very wealthy expats can look for loopholes too.
A dilemma: the higher the tax burden, the less attractive a country becomes for investors, which at some point has a negative impact on the economy and competitiveness of the country.
Countries are also in competition with each other in tax matters, even an exit tax will ultimately not prevent wealthy individuals from leaving Germany if the location is not attractive enough overall.
