Many countries were at war at this time. Be it Europe, middle east, Asia, the leaders were rigid to take steps towards peace. Even if the country's leaders are capable, there is still an atmosphere of fear among the citizens. There were many uncertainties with the citizen, thinking about the outcomes. At times citizen backed their leaders for the war while at many situation they are afraid of the consequences even if their were capable enough to handle the war like situation. There is always a risk of losses if there is no planning in place. The ancient Sanskrit highlighted the importance of strategy during the time war through these lines :
अमात्यः शूर एव स्याद्युद्धसंपन्न एव च |
तस्मादपि भयं राजःपश्य राजस्य योजनं ||
Amaatyah shhoorah eva syaadyuddhasampann eva cha.
Tasmaadapi bhayam raajah pashya taajasya yojanam.
Amaatyah = Minister.
Shoora = brave.
Eva = really.
syaadyuddhasampanna = syaad + yuddha + sampanna.
Syaat = may be.
Yuddha = war.
Sampanna = able to
Cha = and.
Tasmaadapi = tasmat + api.
Tasmat = then
Api = even
Bhayam = fear.
Raajh = a Country or State.
Pashya = see
Raajasya = Kingdom's or the State's
Yojanam = planning.
i.e. If a Country has able and brave Ministers, who are also competent to defend the country in a war, but if still its citizens remain afraid, then to know the reasons for this one should examine the the planning process of that Country.
The conditions mentioned in this are universal and many countries are currently facing such problems, which puts a question mark over their governance. Planning is arguably more critical in war than in governance due to the higher stakes, complexity, and time-sensitive nature of conflict. War requires meticulous coordination of resources, personnel, and strategies to achieve objectives, where even minor errors can have catastrophic consequences.
