U.S. to Aid Ukraine in Countering Bioweapons
The United States and Ukraine agreed yesterday to work jointly to prevent the spread of biological weapons, signing a pact that clears the way for Ukraine's government to receive U.S. aid to improve security at facilities where dangerous microbes are kept.
The agreement, the result of more than a year of negotiations, was announced by Sens. Richard G. Lugar (R-Ind.) and Barack Obama (D-Ill.) during a visit to the Ukrainian capital, Kiev. The senators credited Ukraine's reformist leaders, ushered into power by last fall's Orange Revolution, with breaking bureaucratic resistance to the pact.
One lab to receive funding is the I.I. Mechnikov Antiplague Scientific and Research Institute, in the Black Sea port city of Odessa. The institute was part of a Cold War network of "antiplague" stations that supplied highly lethal pathogens to Soviet bioweapons factories.

So, it seems that from 2005, the United States began to fund multiple bio-labs related to bioweapons to "improve security", with Richard G. Lugar and Barack Obama leading the effort.
Interestingly, U.S. Embassy in Ukraine recently removed the documents related to those bio-labs from its web site(as previously posted).

Lugar Center for Public Health Research in Tbilisi, Georgia. Kirillov claimed the documents released by former Georgian State Security Minister Igor Giorgadze showed the facility was funded entirely by the U.S and the Georgian ownership it has on paper was a cover.
Pentagon spokesman Eric Pahon strongly rejected Kirillov’s claims, calling them “an invention of the imaginative and false Russian disinformation campaign against the West” and “obvious attempts to divert attention from Russia’s bad behavior on many fronts.”

I don't know if Russia's claim is right or not, but I'm not sure I can just blindly trust the Pentagon spokesman's words, because nobody admits bioweapon research in public.
The Unites States funded multiple bio-labs in Russia's neighboring counties like Ukraine and Georgia. Russia was suspicious and not happy about it. On the flip side, maybe the U.S. suspected Russia is researching bioweapons and decided to do the same thing, by funding bio-labs in Ukraine and Georgia, avoiding domestic regulation and oversight.
I wonder what is behind Russian invasion of Ukraine. This war happened just because Putin is evil and wants to kill people? He could be evil, but I don't think context of actual military conflict is as simple as that.
