Objetivo
Decidir, por meio de votação, se a comunidade HiveBR adotará um modelo de gestão centralizado ou descentralizado. Após a votação, serão discutidas e implementadas novas propostas para definir os próximos passos, alinhados à decisão tomada.
Descrição
Atualmente, a comunidade HiveBR não possui uma definição oficial sobre o modelo de liderança ou governança que adota. Inicialmente, a comunidade foi fundada por @matheusggr, com a colaboração de @shitrox, @vempromundo e @michupa, que desempenharam papéis administrativos.
Com o passar do tempo, foi decidido que a comunidade adotaria um modelo descentralizado, sem um líder definitivo. Entretanto, algumas responsabilidades administrativas, como a posse das chaves da comunidade no Hive-Br e no Discord, foram transferidas para @vempromundo. Posteriormente, essas chaves passaram para @Shiftrox, que as devolveu a @vempromundo, e que atualmente está com @shiftrox.
Essa trajetória levou alguns membros a questionarem o nível de descentralização da comunidade. Por isso, é essencial definir de forma clara e democrática como a governança será organizada daqui em diante, seja centralizada ou descentralizada.
De acordo com o Dicionário Oxford, descentralização refere-se a:
Um sistema político e administrativo que enfatiza a dispersão da autoridade e das atribuições do poder central entre os setores que compõem a estrutura de determinado órgão; descentralismo.
Lembrando que em uma comunidade descentralizada:
Não há um líder único, A governança e as decisões são tomadas de forma coletiva, por meio de consulta e consenso entre os membros da comunidade; e
atribuições e responsabilidades são compartilhadas, e as decisões são comunicadas de forma transparente para todos.
Já em um Sistema centralizado:
Existe um líder principal ou um grupo, o(s) líder(eres) toma(m) todas as decisões, podendo consultar membros, mas mantém a palavra final e que de certa forma a centralização facilita a organização a comunidade, mas o(s) líder(es) tem a responsabilidade em fazê-la.
Como votar?
Utilizando a Prova de Participação. Todos os holders do token HBR podem expressar estar de acordo ou contra a proposta nos comentários, seja através de imagens, texto ou emojis. Tambem é possível sugerir alteração na forma da proposta sem alterar o mérito.
No caso da proposta #13, o mérito consiste em criar uma enquete sobre a a possibilidade da comunidade a partir do resultado dela ser descentralizada ou centralizada. A enquete sobre esse assunto será publicada logo em seguida como oportunidade dos membros da comunidade decidir o futuro.
Prazo
A votação terá a contagem de 7 dias, encerrando às 12:00 (horário de Brasília) do dia 21/01/2024.

Objective
Decide, through voting, whether the HiveBR community will adopt a centralized or decentralized management model. After the vote, new proposals will be discussed and implemented to define the next steps, aligned with the decision made.
Description
Currently, the Hive-Br community does not have an official definition of the leadership or governance model it adopts. Initially, the community was founded by @matheusggr, with the collaboration of @shitrox, @vempromundo and @michupa, who played administrative roles.
Over time, it was decided that the community would adopt a decentralized model, without a definitive leader. However, some administrative responsibilities, such as possession of community keys on HiveBR and Discord, were transferred to @vempromundo. These keys were later transferred to @Shiftrox, who returned them to @vempromundo, and is currently with @shiftrox.
This trajectory led some members to question the level of decentralization of the community. Therefore, it is essential to clearly and democratically define how governance will be organized from now on, whether centralized or decentralized.
According to the Oxford Dictionary, descentralization refers to:
A political and administrative system that emphasizes the dispersion of authority and central power assignments among the sectors that make up the structure of a given body; decentralism.
Remember that in a descentralized community:
There is no single leader,
Governance and decisions are made collectively, through consultation and consensus among community members;
and
Assignments and responsibilities are shared, and decisions are communicated transparently to everyone.
In a centralized system:
There is a main leader or group, the leader(s) make(s) all decisions, and can consult members, but they have the final say and in a way, centralization makes it easier to organize the community, but the leader(s) have the responsibility to do so.
How to vote?
Using Proof of Stake. All HBR token holders can express whether they agree or oppose the proposal in the comments, either through images, text or emojis. It is also possible to suggest changes to the form of the proposal without changing the merit.
In the case of proposal #13, the merit consists of creating a survey about the possibility of the community being descentralized or centralized based on its results. The survey on this subject will be published shortly thereafter as an opportunity for community members to decide the future.
Deadline
Voting will run for 7 days, ending at 12:00 (Brasília time) on 21/01/2024.
