The Dhampir Stalker is one of those cards that was created to a reaction of the devs making a crazy overpowered card in the past that broke the game. This card combination was the Scarred Llama Mage Summoner plus Kron The Undying, better known as LlamaKron. Just play these 2 cards and you crush your opponent with very little gameplay aside from swiping your credit card as these cards are (were) crazy expensive.
Always when something breaks the game because it's too powerful, they come up with abilities that counter it and the Deathblow ability which does double damage against monsters that are the last on the battlefield does just that. Combine this with the True Strike ability which can't miss it's targets and you have a card that actually can beat the Llamakron. More so, it's the only real use case for this card as it's not strong enough for other situations.

I did however play this card for the first time in a match on my alt account with some of the new game rules that make up for quite extreme situations. With all monsters getting torns and no magic allowed to be played, I mostly played ranged attack cards in my line-up. Since it had Shield, I played the Chain Golem in first place followed by the Shadow Presence which had the function to absorb some damage and 4 ranged monsters after that with the Dhampir Stalker, the Lira The Dark, the Octopider, and in the end the Cyclops which all didn't do much since my opponent has just way higher level cards.

So yeah there is that, probably the first and the last time that I actually played this card
