So...this one is a bit complicated to explain in words.
But in a nutshell, you play as a cursor that has to help mice get back to a rocket, either on a big playing field while everyone else tries to steal them from you into their own rockets, or in a puzzle mode where you have to put the right arrows you're given in the right places for them to arrive safely.
Got that? Alright.
ChuChu Rocket is what you would call a particularly "SEGA" game from the time where they were in the console business: This little puzzle game was virtually conceived as a simple to pick up and play game with native support for online play through the Dreamcast pack-in modem- essentially being tailor made for brand new owners to plug in their cool new console into the Internet and start stealing mice from people around the world.
The main mode is to get the most mice under a time limit while three other players are also on the board with their own arrows and able to both derail mice on their way to your home and send perilous cats that deduct points right where you are- aside from the chaos this itself can be when there's loads of mice with the occasional cats getting in the mix which merits an immediate retreat tactic, there are also golden mice that award 50 points each, and red mice that trigger a random effect.
You got Everybody Move? Sigh in relief from being saved by an oncoming cat, yell in frustration from being moved away from an oncoming golden mice...or start looking around frantically to see where you ended up at now.
Cat Attack? If you were the one that got the mice triggering this, then congrats, you just sent a cat carpet bomb to every one of your enemies! You can guess what awaits you if someone else gets it, though. The inverse happens with Mouse Monopoly: Whoever gets it, will attract a bunch of mice to their home out of nowhere.
And so on and so forth- the one that's slightly more common than the rest and the one that you will absolutely have to jump at the chance the very moment it happens is Mouse Mania: A massive amount of mice will start spawning as if there was a free cheese sale, which can make or break a player's lead depending of how well they can succesfully get a good batch of points from it.
And that's basically the basics of the multiplayer game! There's a variety of map layouts to play at, but you get the gist: Steal mice for you, deflect cats to the others, pray a random effect doesn't screw you over (or helps you the most), and get ready to steal like a maniac when Mouse Mania kicks in.
With all of this said, even if you don't have someone to play multiplayer with, and you don't feel like playing against the AI after playing enough with those, there's a few things that the game allows you to do to enjoy the game solo.
Namely, the Stage Challenge mode which had a total of 5 types of challenges that would have you use your arrow-placing knowledge from the usual multiplayer games to test, though there aren't that many of these challenges...and the Puzzle mode, which has much more on store not only from how completing all the puzzles you see in the usual selection screen unlocks a harder set of puzzles, but also with how these test your logic as with any other puzzler's dedicated "puzzle mode".
As you are placed on board with mice and sometimes cats but also given a specific set of arrows you can use, you have to figure out how to get all mice safe and sound home...which can get pretty difficult in the later stages as you have to wrap around between keeping away the mice from danger and knowing how the mechanics of the game work, such as how mice always turn clockwise unless there's something that forces them the other way, and cats being able to destroy arrows after bouncing off one of those three times.
And if you think that the game could offer more on multiplayer stages and puzzle stages with a level editor...well, the developers already had thought of that!
In fact, the game had a way to share levels through these puzzle lobbies you could create for others to download your levels, or being able to download other players levels into your console. A very cool memento that the Game Boy Advance offers is that, since that did not have online support at all, it obviously couldn't have an online stage sharing feature...BUT THE GAME ACTUALLY INCLUDES A BUNCH OF CUSTOM-MADE LEVELS AT THE TIME FROM THE DREAMCAST VERSION.
I know it might not sound like something to get super hyped about, but SEGA actually doing such a thing of stuffing the GBA with custom levels from back when the game was officially online is really cool- I have a feeling that there's likely a few other games out there that have officially integrated custom levels from the community into their games in later updates or versions, but you get the point of how uncommon such an idea is and how unlikely it might sound for a game as niche as this.
Conclusion
While this game has unfortunately been on the niche side of gaming history due to how it only has been officially released on the Dreamcast and GBA- both versions having very valid points to enjoy (DC version being fit for local multiplayer and online support today thanks to custom servers, GBA version being a puzzle game on a portable console with a lot of puzzles to play), it is worth a shot if you can get to try it with others, online or not, or at the very least take a look at the puzzle side if it sounds like something you would enjoy.
The most puzzling thing, no pun intended, is that SEGA has never done anything to bring this game back as a digital release in proper consoles, as it only had seen a long-delisted release on iOS and Android, and then a short-lived sequel exclusive to the Apple Arcade named ChuChu Rocket Universe...which looked like it did have some cool new additions but unfortunately SEGA virtually left it to rot and even get removed from the Apple Arcade's store, to this day not ported to any other platform...
...I would guess that Sonic Dream Team might be a game with too much effort to permanently leave stranded there as well, so that one should have a chance to be freed sometime in the future...but too bad poor ChuChus got buried in the desert, only having a glimpse of relevancy outside of the DC and GBA through their appearance in the first Sonic and SEGA All Stars Racing.

A saber, el modo Desafío de Escenario, que cuenta con un total de 5 tipos de desafíos en los que tendrás que poner a prueba tus conocimientos de colocación de flechas de las partidas multijugador habituales, aunque no hay muchos de estos desafíos... y el modo Puzzle, que tiene mucho más que ofrecer, no solo por la forma en que completar todos los puzles que ves en la pantalla de selección habitual desbloquea un conjunto de puzles más difíciles, sino también por la forma en que estos ponen a prueba tu lógica como en cualquier otro "modo puzle" dedicado a los rompecabezas.
Como te colocan a bordo con ratones y a veces gatos, pero también te dan un conjunto específico de flechas que puedes usar, tienes que averiguar cómo llevar a todos los ratones sanos y salvos a casa... lo que puede volverse bastante difícil en las últimas fases, ya que tienes que andar a vueltas entre alejar a los ratones del peligro y saber cómo funciona la mecánica del juego, como que los ratones siempre giran en el sentido de las agujas del reloj a menos que haya algo que les obligue a lo contrario, y que los gatos pueden destruir las flechas tras rebotar en una de ellas tres veces.
Y si piensas que el juego podría ofrecer más en fases multijugador y fases de puzle con un editor de niveles... bueno, ¡los desarrolladores ya habían pensado en eso!
De hecho, el juego tenía una forma de compartir niveles a través de estos lobbies de puzles que podías crear para que otros descargaran tus niveles, o pudiendo descargar niveles de otros jugadores en tu consola. Lo más desconcertante, y no es un juego de palabras, es que SEGA nunca ha hecho nada por recuperar este juego en formato digital para consolas, ya que solo tuvo un lanzamiento en iOS y Android, y una secuela efímera exclusiva para Apple Arcade llamada ChuChu Rocket Universe... que parecía tener algunas novedades interesantes, pero por desgracia SEGA prácticamente dejó que se pudriera e incluso lo retiró de la tienda de Apple Arcade, y a día de hoy no se ha portado a ninguna otra plataforma...
...Supongo que Sonic Dream Team también es un juego que requiere demasiado esfuerzo como para dejarlo abandonado permanentemente, así que debería tener la oportunidad de ser liberado en algún momento del futuro... pero qué pena que el pobre ChuChus quedara enterrado en el desierto, teniendo sólo un atisbo de relevancia fuera de DC y GBA a través de su aparición en el primer Sonic y SEGA All Stars Racing.
