Council Action #1 Establishing the basis for BoyCharlieFamily branded NFT Art Representation Contracts in the DCity Politics Collective

BoyCharlieFamily DCity Request Articles help to explain and create new ways for the associated DCity Accounts to receive funding. This creative idea will allow me to award people that are interested in the @dcitygame. These contracts held by players give more income per the collective's approval. Each DCity Card has a personality and an identity. @boycharlieplays wishes to provide a physical face to the Card that can show in the NFT Showroom. This contract allows people to view the DCity Card in the Collection and verify the agreement of a reward to the holder of say, School 188110, and a few other ID'd Cards in the Collection that makes up that 10x Cluster. The cost of creating an NFT Art Piece on @nftshowroom currently costs 5 Hive, which is cheap at this time. The National Blue Ribbon Schools Program is an American program that recognizes public and private elementary, middle, and high schools based on their overall academic excellence or their progress in closing achievement gaps among student subgroups.

What will this NFT Art Piece Contract do for the collective?

These are art pieces represented by tokens in the NFT Showroom. These contracts represent a request for funding with the BoyCharlieFamily DCity Politics Collective. To receive funding from the government and Collection of more cards on the platform, DCity players must place a DCity Collective Politic request with Articles detailing the plan of action with said funding. If the community supports enough within three blog requests for said funding, the Card will receive an official piece voted by the DCity art community.

@boycharlieplays is offering the next Hive Power Down to fund the creation of Blue Ribbon School Points. (As of reporting this is estimated to be ~87.718 HIVE by Sunday)

Blue Ribbon Points can trade on Hive-Engine for other Engine Tokens, including SIM Swap. Hive, which allows you to purchase more cards in-game. At this time, all SIM Income gets sent over to @boycharliefamily as a way to grant total the collectives funding. This funding is stabilizing itself over the next week; thus, we are unable to pull from any free cash until the following reporting Sunday. With this Request, we aim to help create a system of contracts that allow an NFT art piece to provide more financial support to city accounts that hold DCity School Cards and the BoyCharlieFamily Collective as a whole.

Article 1 What is a Blue Ribbon Point?

A Blue Ribbon point gets awarded to DCity accounts that hold the awarded NFT contract in their showroom and the associated DCity Requirements. This contract allows cities to receive 1 BRP for every x10 School Neighborhood.

Article 2 How to receive Blue Ribbon Points?

The DCity account must be a member of the BoyCharlieFamily DCity Politics Collective. @boycharlieplays city wishes to make a contract and 1 edition of the Blue Ribbon Contract to serve as a basis and the example of the project.
The city must hold at least 10x DCity Schools and create blogs to request the Blue Ribbon Point Contract. This blog will serve as the day 1 of 7 fundraising effort days spent by @boycharlieplays to develop this project.

Article 3 How will we govern the awarding of the Blue Ribbon contract to @boycharlieplays city

The @BoyCharlieFamily DCity Collective Accounts (@boycharliefamily, @boycharlieville, @onestrong, and @zapphead) will need to vote in the comment section of the official @boycharliefamily blog post next Monday to approve the Request.
As long as the collective has appropriately voted on time, the project will be approved.
Each member has a quarter-time assigned for their vote. 3 Votes will provide enough approval. If in 7 Days, the first article receives enough votes from the collective in support, then the contract is awarded to the requesting city.
Citizens of these cities receive the Request and votes with the online community during council meetings.

Article 4 What are the benefits of this contract for @boycharlieplays?

@boycharlieplays city will hold both the contract and the Card to simulate what it would look like in the ledger of other holders. The Card and the contract both have intrinsic value.
The BRP given from holding can sell for SIM or SWAP.HIVE to produce more minted cards for the city directly instead of using @boycharliefamily Family Fund SIM.
These contracts help @dcity game and @gerber to spread more information on the game, encourage more people to create similar request projects, also providing more funding. More schools with blue ribbon contracts within the collective allow for more discovery cards to get pulled from mint/discovery, which offers more benefits for the accounts.

Article 5 How to receive Blue Ribbon Points

The creation of the #blueribbonschool tag will allow for the following of the Request. We want to encourage any current mayor of a city that wishes to build on this idea for funding school systems and art culture within the blockchain community.

10x of these schools provide

Income = 20
Popularity = 90
Workers = 120
Education = 50
Creativity = 0

Holding 10x of these schools plus a Blue Ribbon School Grant Contract

1 BRP for every .01 SIM Income to start
