To explain, Burning is one of the reactions in this game and when it comes to Genshin's combat, reactions are everything. Burning is a reaction you can get when you combine the Dendro element with Pyro and works just like it does in Pokemon, continuous damage.
Anyway you have the new character Kinich who is pretty good for applying that Dendro element. You can lock onto enemies and then pelt them with it. If you pair him with great Hydro and Electro applicators like Furina and Yae Miko then that'll get you plenty of Hyperblooms, the strongest reaction in the game.
However you can also make use of the two Pyro characters in this banner, Thoma and Chevreuse. Thoma will also provide a fairly persistent shield that doubles for applying Pyro element which works with Kinich's Dendro to cause Burning. Then without Hydro in the mix you can't really do Hyperbloom and neither Electro character is really that great for the other reaction.
Instead I think miHoYo was worried that people might not want Kinich and so there's Raiden Shogun. And every time they have the Shogun on a banner Sara is on that banner too. Now with both of them you get the best buffs for the Shogun and that's when you can bring Chevreuse and Thoma back in. Chevreuse has additional buffs when she's on a team that's only Pyro and Electro so that'll boost the Shogun's damage even more. Then Thoma again provides that shield. Now the thing with this team setup is that it's only really effective on weak groups of enemies or big tanky ones. The reason for that is because Pyro and Electro cause the Overloaded reaction and smaller enemies get launched by it. If you don't end up killing them when that happens then they end up out of range of your next attacks and you have to go chasing them down. The Shogun is a sword character so her range is limited.
