I guess my run as Vault City was relatively successful, though now the support robot divisions seem a bit too strong to me. A few smaller divisions at the beginning and you could "persuade" your neighbors to friendly cooperation without further problems. They babbled something about inhumane annexation, but who cares about the opinion of raiders? Or the NCR? Or the Texan Brotherhood?
Probably another factor was that I used a submod for Vault City that restored the focus tree and added a few extra wargoals. Nevertheless, it was at least half a sensible idea.
New Vegas? Enclave? ...
