About the Quote
No archer wants to use a broken arrow, whether it's in combat or sport. There is always the risk of a single arrow being broken before it can be used. It's one reason arrows are carried in bundles of ten or more. Just as many sheets of paper together are difficult to tear, bundles of arrows are difficult to break.
Many modern arrows are made using space-age or high-tech materials, so broken arrows aren't much of a concern these days. However, people have been using arrows for thousands of years. For most of that time arrows were made from simple materials. This was the case when the proverb was first used in what we know today as Japan.
