Being clean has more to do with the mind. It has more to do with a person's thought process, beliefs and values. It has no connection to a person's earnings at all.
Maintaining good personal hygiene is inbuilt and ingrained as one grows and is trained. There are people who earn meagerly but you won't know when you see them except they tell you their earnings. You will find that such people are very neat both in appearance, habits and even in their close environment, you will find them keeping clean.
Speaking of the environment, it might seem that the rich are able to afford decent living quarters in a decent environment but if a dirty rich person takes abode even in a decent environment, that space will exude dirtiness. I recall reading a post by @nkemaknam89, where she complained of a man in her estate that throws waste outside his house and the waste would be there oozing out bad odour. This is a good example of a rich but dirty person and it goes to prove that cleanliness is not tied to money.
The level of influence that money and the role it plays in how neat and hygienic a person can be is relevant. A poor but neat person will undoubtedly continue maintaining good hygiene when they become rich. In fact, there will be a spread of hygyiene as such a person can hire professional cleaners to keep his surroundings clean.
Neatness can be further enhanced with the availability of money but it is not entirely dependent on a person's wealth. When we talk about cleanliness, it encompasses just physical appearances alone.
For a person to be considered as a neat person, such a person would exhibit good hygiene in their habits,their appearance and their environment. It would amaze you all to know that there are people living currently on the slums. They live there because of their low income level and as such,they have no control over staying in that environment, but if you were to step into their homes, you would be amazed at how spick and span everything is.
If you stayed around such people, you would also be amazed at how organized, orderly and neat they are. I recall when I used to reside in a particular area of Lagos State popularly known for its notoriety. As Ajegunle. Those who are very familiar with that area can attest to how dirty the environment is but even at that, there are still neat people there. When you meet them, you won't believe that they reside in such an area
I remember a man who was married with six children, living in a one room apartment. With that amount of children well below ten years of age,you would think that his environment would be dirty and untidy but that is not the case. That man's room is very neat and all of them appears clean and tidy at all times even more than those who were well to do,living in that same region.
This is why I can say that cleanliness is not money related but it can be enhanced with the availability of money. The person that is clean is clean and it will surely be evident whether the person is rich or not.
