Money changes a lot of things in life, but there are things it can not do for us. It can upgrade our class, bring respect, make life easy and so on, but it can not make certain attributes for us.
As powerful and influential as the substance is, it cant make character for us. There are things we have to make for ourselves regardless how much money we have.
So back to the question is a person's level of neatness dependent on how much the earn? My answer is no. Neatness is a character, it is a way of life, one can build it regardless of their financial state.
If you have the habit you have it, Whether you are rich or poor. If you don't possess it, you don't.
The only thing I know money can do it gives more advantage and room for cleanliness and hygiene to the person who has money because they can afford things that can make them more hygienic and neater.
For instance, the rich person can buy quality antiseptics, quality detergents, soaps and others, which can make them safe from germs, while the poor person may only access what his/her money can afford.
But all these don't even matter, some people have all to be clean and hygiene yet they don't make use of them. Some have all it takes to stay healthy and to practice good hygiene but they can't do it because it is not a part of them. Some have only little, but take the issue of neatness and hygiene seriously.
Being hygienic is a character that needs to be built with time and patience, money is an advantage but it is not automation to being clean.
If the quality is in you, whether you are poor or rich you will look good and your environment will also be neat. If it is not, the opposite will happen.
Being rich or having money can only make things easy, it can only add beauty to it but it can't determine neatness and hygiene.
