I cited many times about topics from a specific science podcast, called StarTalk. It is led by Neil DeGrasse Tyson who is an astrophysicist, but the topics don't include always astronomy and physics topics all the time. The last topic that I heard was a very subjective topic that approaches several fields including biology, philosophy, and even technology nowadays. The topic was Consciousness and what are the boundaries. One interesting quote was that not all living beings possess it but to have it you need to be alive. So that excludes Artificial intelligence, for now.
Of course, we humans have consciousness, which is the complex sensation of being aware of the reality that surrounds us and how we feel about that as individuals and community. This state starts and progresses with our cognitive development since our first moment after being born and finishes with our death. This is an important characteristic of species and to protect that many philosophers brought ideas that today's government institutions use as human rights. Democratic countries state that human rights in their constitution nowadays protect our boundaries as a conscious person.
How does the internet concept fit into human rights? The internet is a tool for communication on multiple scales which provides us with multiple types of interaction between two or more people, as well as a source of information propagation, like news, weather and even education. I was able to listen to that podcast using Spotify which is a mobile app connected through the internet. So denying the internet or even regulating internet access to a person you are somehow blocking the Freedom of Expression, which is one of the human rights. But this is only true if we are talking about a person in a progressed society who uses the internet to communicate with each other or with other communities.
There are still human communities that don't have internet access and they don't need it. Of course, we are talking about a small proportion of our species, but there are still human communities with not much technology access, such as some prehistorical tribes that still exist and religious communities. In those cases, for sure their expression doesn't depend on the internet. So I think that's why human rights are very open so these human groups can still be respected in their freedom of expression without obligating them to use the internet.
However, I believe that we still can fight for our rights to use the internet and how we use it. Social media executives like Elon Musk and Mark Zuckerberg started to implement policies in their social media to avoid the most as possible to infringe human rights since many governments are very towards trying to silence individuals and harm their consciousness.
So in answer to the topic, should we insert the concept of the internet as a right for every person? No, because there isn't a need. The use of methods that can help us to exist and be individuals is dependent on what type of community/society we are inserted. What is most important is how an act of someone else or a government can harm the human rights of that individual in a certain society, in these cases, it can be understood that removing or controlling access of the internet can harm these freedoms of existing.

Claro, nós, humanos, temos consciência, que é a sensação complexa de estar ciente da realidade que nos cerca e como nos sentimos sobre isso como indivíduos e comunidade. Este estado começa e progride com nosso desenvolvimento cognitivo desde o nosso primeiro momento após o nascimento e termina com a nossa morte. Esta é uma característica importante das espécies e para protegê-la muitos filósofos trouxeram ideias que as instituições governamentais de hoje usam como direitos humanos. Os países democráticos afirmam que os direitos humanos em sua constituição hoje em dia protegem nossos limites como uma pessoa consciente.
Como o conceito de internet se encaixa nos direitos humanos? A internet é uma ferramenta de comunicação em múltiplas escalas que nos fornece múltiplos tipos de interação entre duas ou mais pessoas, bem como uma fonte de propagação de informações, como notícias, previsão do tempo e até mesmo educação. Eu consegui ouvir esse podcast usando o Spotify, que é um aplicativo móvel conectado pela internet. Então, negar a internet ou mesmo regular o acesso à internet para uma pessoa, você está de alguma forma bloqueando a Liberdade de Expressão, que é um dos direitos humanos. Mas isso só é verdade se estivermos falando de uma pessoa em uma sociedade avançada que usa a internet para se comunicar entre si ou com outras comunidades.
Ainda existem comunidades humanas que não têm acesso à internet e não precisam disso. Claro, estamos falando de uma pequena proporção de nossa espécie, mas ainda existem comunidades humanas com pouco acesso à tecnologia, como algumas tribos pré-históricas que ainda existem e comunidades religiosas. Nesses casos, com certeza sua expressão não depende da internet. Então eu acho que é por isso que os direitos humanos são muito abertos, para que esses grupos humanos ainda possam ser respeitados em sua liberdade de expressão sem obrigá-los a usar a internet.
No entanto, acredito que ainda podemos lutar por nossos direitos de usar a internet e como a usamos. Executivos de mídia social como Elon Musk e Mark Zuckerberg começaram a implementar políticas em suas mídias sociais para evitar ao máximo a violação dos direitos humanos, já que muitos governos estão muito voltados para tentar silenciar indivíduos e prejudicar suas consciências.
Então, em resposta ao tópico, devemos inserir o conceito de internet como um direito de cada pessoa? Não, porque não há necessidade. O uso de métodos que podem nos ajudar a existir e ser indivíduos depende do tipo de comunidade/sociedade em que estamos inseridos. O mais importante é como um ato de outra pessoa ou de um governo pode prejudicar os direitos humanos desse indivíduo em uma determinada sociedade, nesses casos, pode-se entender que remover ou controlar o acesso à internet pode prejudicar essas liberdades de existir.
