First of all to get things straight let's carefully look at what each really means then we can break that down to see if its possible or not a country can make laws outside the scope of morals and ethics ...
This really a tough one tho cause it seems to draw a thin line between ethics and morals as in a box and from the context of the law and the outside the box were its more or less a free society, so is a free society really possible then?
Alright so morality actually means an individual's personal beliefs about what's right or wrong, now let's get this here, you see while moral is a persons view point or opinion based on a matter weather its right or wrong, Ethics on the other hand becomes the rules or standard of conduct within a group or society, what that means is that ethics is saying since every body is likely to have a different ideology and view point as to what ought to be right or wrong and its very important to note that there is always a likelihood of everyone having a different opinion as to what is right or wrong based on their own conviction, let's have a common ground to agree.
So you see this might likely breed conflict...
Growing up I always observed some men gathered around a news paper selling point arguing about some headline what the government ought to do and not do, they can spend an entire morning hours right there arguing back and forth, meanwhile everyone's right in their own eyes expressing their frustration from their own stance but then they fail to arrive at a common ground and probably foster a solution afterwards...

Finding the common ground there would mean to create ethics among them that okay we have deliberated and this is what we want to happen so everyone vetting on it to arrive at a common solution, then an action plan is decided.
So you see morality is concerned with individual belief and values, its often based on personal principles, conviction, cultural , traditions or religious beliefs, while ethics sets the standards of how things ought to be done based on a general principles of things within a group of people or work place, a profession or community, state or a nation, this are often set as rules and regulations otherwise known as laws that governs to set guidelines and patterns on how things ought to be done when and how.
just because something isn't ethical and moral should it be deemed illegal? As far nobody get hurt
This is a big bone of contention here, cause there's always the aspect of human nature in all of this, you see human we all have this tendency of self gratification, i use to laugh when I hear people say things in politics about how they will walk in the office and change the whole thing, meanwhile once they get on seat first things first is how they will settle themselves, their family member and all that connects to them, at the point they for got the pledge they made to the very common person out there....
The reason why I like @hivelearners is how organise the community is, there are rules to everything this brings orderliness and mutual respect to everyone cause there's a boundary to everything here, some one who is naive will get upset as to why so many rules.

Let's say Moral is to an individual while ethics now is to a group of individuals, what is right, perfect and very great to mr A is quite the opposite for Mrs B, how can we now merge this two together so no one get hurt thats were ethics comes in, to kill or tame our individual selfish interest and to let everyone have a fair say, feel among and respected as far as the group or community of people is concerned.

fightingAs a matter of fact every law in every country of the world finds its root in morals and ethics cause in other to have a fair system were truth and justice prevail this two must come to bare in the law making process.
