If it were as easy as flipping a hand, the phrase "no more abuse" could serve as a guiding principle. So why is it so difficult to implement?
The inherent nature of humanity makes it challenging. On one hand, we strive for change, yet on the other, we continue to perpetuate it. How can we eliminate abuse when we can only reduce its prevalence?

Even a simple reminder is challenging, let alone laws that have been created and established, which are often defied or opposed. How much more so for mere warnings!
Countries, religions, customs, and society as a whole have established systems of rules with complexities that ultimately form what we call laws. However, look at it this way: laws created based on rules tailored to specific needs are clearly born out of the inherent human tendency to resist or deliberately oppose. So even if the phrase "no more abuse" keeps echoing, it is merely an expression of frustration with the human nature that is always filled with conflict, resistance, and hostility.
