To Whom it May Concern
"To?"
"Mr. / Mrs. So-and-so."
"Subject?"
"Your sister/daughter/granddaughter/mother/aunt/ needs help."
She's been living in the streets for over two months now. Even though she always has company and found a relatively safe place in town, she's not well and, judging by her state of mind, could be in danger any time.
She is usually with a man who seems to be her partner. He is also either insane or very desperate. They are sleeping at the former Popular drugstore on Bolivar St, right across the UTOC bus stop. The house is abandoned and they are occupying the garage most of the time.
Sometimes the man leaves to get some food, which he probably gets from any of the trash piles in the area. He has a dog who always follows him and she has another dog that seems to care a lot for her.
I have seen the four of them sleeping until late in the morning. It is a miracle that the owners of the place or some concerned neighbors have not kicked them away.
It would be great if they could get some help from a relative.
The more indigent people occupy the streets the more unsafe the city becomes.
It may not be too late.
