A dishonest or unscrupulous person, that's what it means.

The answer is YES, unfortunately. Not something that I'm proud to declare but when we meet with someone like this, it's pretty hard to forget about it. Though I don't actually remember the details but I could never forget the name & the face. While I could announce the name in public but I chose not too; as it would make me as low as this person. And I'm a far better person than this.
