I continue a series of historical blogs, where I will discuss why Russia is historically focused on the expansion and suppression of all neighboring nations. Now it is worth to mention Chechnya, which dealt the most painful blow to the armed forces of modern Russia. But to understand the causes of the first Chechen war lets summarize what has happened between these countries over the past 150 years.

Therefore, in the first part of this blog I will briefly describe the main historical moments. In the second part, I will talk about the first Chechen war, and draw parallels with the war in Ukraine and the Russian method of warfare. In the third part, I will talk about the consequences of this war for Russia and why it can not be considered a victory.

Conquest of Chechnya by the Russian Empire

Chechnya and the Caucasus Mountains themselves were strategically needed by tsarist Russia to control its southern borders and oppose Turkey. Imam Shamil, the ruler of Chechnya at that time, opposed Russian forces. In 1860, Moscow achieved complete conquest of the country and began its occupation. Tsarism was buying the loyalty of this mountain nation by bribing high-ranking officials and providing economic preferences for the region.

Chechnya as a part of the Soviet Union

In the 1900s, the city of Grozny embarked on a path of technological development. Oil fields are being discovered here, and the mining industry is developing rapidly. At the time of the creation of the USSR in 1917, it was a progressive industrial city with a developed economy that continued to grow under Lenin.

Stalin's repressions of the Chechen people

In 1944, by order of Joseph Stalin on February 23 (now it’s a Day of Defenders of the Fatherland in Russia), more than 500,000 Chechens and Ingush (indigenous people) were forcibly relocated to develop the wastelands of Kazakhstan. The main reason for this repression was allegedly the collaboration of the local population with the Nazis in World War II. In fact, historians are yet to establish Stalin's real motives for this genocide of the Chechen people.

Chechens and Ingush were evicted from their homes with whole families and loaded into cattle cars. The population of the country, in completely inhumane conditions, was deported to Kazakhstan without even having time to pick their things. Some of them died on the way due to lack of food. More than a quarter of the Chechen people did not reach the places of forced resettlement, dying on the road.

Only 13 years later, in 1953, they were allowed to return home. But the return was accompanied by a number of problems. The invasive policy of the Soviet Union “replaced” forcibly displaced indigenous people by the Russian military, Communist Party functionaries, and loyal representatives of the people of other soviet republics. The same thing happened in Grozny - a lot of civilian and military ethnic Russians came here. Therefore, conflicts were bound to arise between the repressed Chechens and the "newcomers".

In August 1957 in Grozny, a Russian was killed in a fight between Chechens. The event resulted in thousands of people demonstration on the city's streets, the main slogan of which was "Chechens get away from Grozny." An absurd requirement from someone from a national minority, isn't it? However, it was entirely in line with the Soviet policies. In response, the Chechens staged mass riots and attempted to storm the headquarters of the Communist Party of the Soviet Union. Because of this, the USSR government for the first time since the World War II, sent the army to Grozny. Chechens were restricted from registering in Grozny and a curfew was imposed in the city.

Consequences of Gorbachev's "perestroika" for Chechnya

In 1985, the USSR Secretary General Mikhail Gorbachev declared "perestroika and glasnost". All the interethnic problems that the state machine has suppressed by force for almost 40 years have reappeared. In the Chechen Republic, on a wave of publicity, national movements revived, which also brought the revival of language, culture and traditions.

The engine of the national revival were the local intelligents, one of the leaders of which was Zelemkhan Endarbiev - poet, playwright, member of the Union of Writers of the USSR and editor in chief of the children's magazine "Rainbow". He soon became the leader of a political party that aimed to gain independence. It was Endarbiev who persuaded Dzhokhar Dudayev, a Soviet army general who would play a key role in future events, to return to Chechnya.

Chechnya at the turn of the era during the collapse of the USSR

On the eve of the collapse of the Soviet Union, the chairman of Russia's Supreme Soviet, Boris Yeltsin, pretended to be a democrat and said that all union republics could "take as much sovereignty as you can swallow." Of course, his statement was made in order to receive political dividends. At this time, the Chechen-Ingush Independent Republic was proclaimed.

2-3 years before the collapse of the Soviet Union, radical and religious movements in Chechnya also intensified, including Islamist ones, which called on the population to return to Sharia law. These religious movements had considerable influence on General Dzhokhar Dudayev. Under Dudayev's leadership, Islamists and radicals have joined the General Congress of Chechen Nationalists. In fact, in 1991 the General Congress of Chechen Nationalists declared Chechnya's independence from both the USSR and Russia, but this went unnoticed amid general chaos. When Boris Yeltsin organized a military coup that led to the collapse of the Soviet Union, Dzhokhar Dudayev, the leader of Chechnya, supported him.

It did not last long though. Just a few weeks later, Dudayev accused Ingushetia of supporting Russia and carried out a military coup in the Chechen-Ingush Republic. On that day, Dudayev's militants disbanded the Rada of the Chechen Republic and threw Mayor of Grozny Vitaliy Kutsenko out of the window (he later died at the hospital from the injuries). Moscow did not recognize the dissmission of the Council of the Chechen Republic. The next day, the General Congress of Chechen Nationalists military forces seized the KGB building of the republic and took all available weapons.

On October 27, 1991, the General Congress of Chechen Nationalists held elections in the republic, which were won by Dzhokhar Dudayev, gaining more than 90% of the vote. In response, Yeltsin imposed a state of emergency in Chechnya, but Dudayev's government did not recognize his jurisdiction. Thus, the Chechen-Ingush Republic split into Chechnya and Ingushetia. And the Chechen Republic became known as Ichkeria. But no country in the world has recognized Ichkeria's independence.

All these events became the basis for the First Chechen War. In the next blog I will talk about it. Конфлікт Росії та Чечні. Частина 1 – історія виникнення ворожнечі

Продовжуємо серію історичних блогів, де ми будемо розбирати чому саме Росія історично орієнтована на експансію та придушення всіх сусідніх народів. Наразі є сенс поговорити про Чечню, що завдала найбільш болісного удару по збройним силам сучасної Росії. Але, для того щоб зрозуміти причини 1-ї чеченської війни потрібно хоча б тезово викласти що ж саме відбувалось між цими країнами за останні 150 років. Тому у першій частині цього блогу я коротко розповім про основні історичні моменти. У другій частині ми поговоримо власне про саму 1-шу Чеченську війну, та наведемо паралелі з війною в Україні у російській методиці ведення воєнних дій. У третій частині поговоримо про наслідки цієї війни для Росії і чому не можна вважати це перемогою.

Завоювання Чечні Російською Імперією

Чечня та власне гірський масив Кавказ були стратегічно потрібні царській Росії для контролю південних кордонів та протистояння Турції. Протидіяв силам росіян імам Шаміль - тогочасний правитель Чечні. У 1860 Москва домоглась повного завоювання країни й почала її окупацію. Лояльність горян царизм підтримував підкупом високопосадовців та економічними преференціями для регіону.

Чечня у складі Радянського Союзу

В 1900-ті роки місто Грозний стає на шлях технологічного розвитку. Тут відкривають нафтові родовища, стрімко розвивається гірсько добувна промисловість. На момент створення СРСР у 1917 це було прогресивне індустріальне місто з розвиненою економікою, що продовжила зростати за ленінських часів.

Сталінські репресії чеченського народу

В 1944 році, за наказом Йосифа Сталіна 23 лютого (зараз день захисника вітчизни у Росії) більш ніж 500 тисяч чеченців та інгушів (корінне населення) були примусово переміщені для освоєння пустуючих земель Казахстану. Головним приводом до цих репресій була, нібито, колаборація місцевого населення з фашистами у другій світовій. Насправді реальні мотиви Сталіна щодо цього геноциду чеченського народу істориками досі не встановлені.

Чеченців та інгушів виганяли цілими сім’ями із власних осель і грузили у вагони для худоби. Населення країни, в абсолютно нелюдських умовах депортували до Казахстану не даючи часу навіть на збори. Частина їх загинула в дорозі через нестачу їжі. Більш ніж четвертина народу Чечні не доїхала до місць примусового розселення загинувши дорогою.

Лише через 13 років, у 1953 їм дозволили повернутись на батьківщину. Але повернення супроводжувалось низкою проблем. Річ у тім, що інвазивна політика Радянського союзу передбачала “заміщення” примусово відселених корінних народів російськими військовими та функціонерами комуністичної партії, а також лояльними представниками народів інших союзних республік. Так відбулось і у Грозному – сюди приїхало чимало цивільних та військових етнічних росіян. Отже між репресованими чеченцями та “понаїхалими” обов’язково мали виникнути конфлікти.

У серпні 1957 в Грозному, в результаті бійки чеченцями був вбитий росіянин. Наслідком цієї події стали багатотисячні демонстрації на вулицях міста, головним лозунгом котрих було “чеченці геть із Грозного”. Абсурдний заклик для не титульної нації чи не так? Утім цілком в дусі радянської політики. У відповідь чеченці влаштували в своєму місті масові заворушення та спробували штурмувати будівлю-осередок комуністичної партії Союзу. Через це уряд СРСР вперше, з часів 2 світової, ввів до Грозного війська. Чеченцям обмежили право прописки в Грозному і встановили в місті комендантську годину.

Наслідки Горбачовської “перебудови” для Чечні

В 1985 році, генсек СРСР Михайло Горбачов оголосив “перестройку та гласність”. І всі міжнаціональні проблеми, які держмашина придушувала силою майже 40 років знову оприсутнились. В Чеченській республіці, на хвилі гласності, пожвавились національні рухи, котрі взялись за відродження мови, культури та традицій. Двигуном національного відродження була місцева інтелігенція, одним з лідерів якої став Зелємхан Єндарбієв – поет, драматург, член спілки письменників СРСР та головний редактор дитячого журналу “Веселка”. Зовсім скоро він очолив політичну партію, що ставила за ціль здобуття незалежності. Саме Єндарбієв вмовив повернутись до Чечні Джохара Дудаєва – генерала Радянської армії, який гратиме ключову роль у наступних подіях.

Чечня на зламі епохи в період розпаду СРСР

Напередодні розпаду СРСР, голова верховної Ради Росії Борис Єльцин вдавав із себе демократа і заявив що всі союзні республіки можуть: “взяти стільки суверенітету, скільки ви здатні проковтнути”. Звісно, ця його заява була зроблена задля отримання політичних дивідендів. На цьому тлі й була проголошена Чечено-Інгушська незалежна республіка.

За 2-3 роки до розпаду СРСР у Чечні також пожвавились ще й радикальні та релігійні рухи, зокрема ісламістські, що закликали населення повернутись до норм шаріату. Ці релігійні рухи отримали чималий вплив на генерала Джохара Дудаєва. Під проводом Дудаєва ісламісти та радикали об’єднались у ЗКЧН – Загальний Конгрес Чеченських Націоналістів. Власне ЗКЧН у 1991 проголосив незалежність Чечні і від СРСР і від Росії, але це пройшло непоміченим на фоні загального хаосу. Коли Борис Єльцин організував військовий переворот що призвів до розпаду СРСР – Джохар Дудаєв, як лідер Чечні, підтримав його.

Це тривало недовго. Буквально за кілька тижнів Дудаєв звинуватив Інгушетію в підтримці Росії і здійснив військовий переворот вже на території Чечено-Інгушської республіки. Того дня бойовики Дудаєва розігнали Раду Чеченської Республіки та викинули з вікна мера Грозного Віталія Куценка (пізніше у лікарні він загинув від отриманих травм). Москва не визнала розгін Ради Чеченської Республіки. Наступного дня військові сили ЗКЧН захопили будівлю КГБ республіки та анексували все наявне озброєння.

27 жовтня 1991 ЗКЧН провели вибори у республіці, на яких перемогу отримав Джохар Дудаєв, набравши більше 90% голосів. У відповідь Єльцин ввів на території Чечні надзвичайний стан, але уряд Дудаєва його юрисдикцію не визнав. Таким чином Чечено-Інгушська Республіка розпалась на Чечню та Інгушетію. А Чеченська Республіка стала називатись Ічкерією. Але незалежність Ічкерії не визнала жодна країна світу.

Усі ці події і стали підґрунтям до 1-ї Чеченської війни. У наступному блозі ми поговоримо вже власне про неї.
