Hive SBI is not perfect. At best it's a basic jobs program, not a universal basic income, and as a basic jobs income the value provided is paltry. As an experimental basic income initiative I consider it a failure. As an account-based curation program that provides incentives for users to provide permanent ongoing support to other accounts, it's a smashing success. We changed much of our verbiage about four years ago to reflect this change.
Concepts like the negative income tax that you referenced require some centralized authority with power to tax (that could theoretically be done on Hive but it would require a full overhaul of Hive tokenomics that would never be approved by the witnesses). It would also be extremely vulnerable to sybil attacks, as you addressed at the end. I have never seen any blockchain-based identity solution that is sufficiently sybil resistant to be used for a full-value basic income initiative.
Recognizing the various limitations, and not having (or even desiring) the power to tax, Hive SBI was designed to be a completely voluntaristic basic income alternative. It uses the Hive rewards pool, but only to the extent that Hive users have voluntarily funded it using HIVE that they could otherwise just power up on their own account. There are several features of Hive SBI that make it progressive. I would be happy to provide an interview, but my Portuguese is very rusty (I spent a gap year in Sao Paulo in 2004-2005).
