If any artist, scientist or doctor who is not from Dubai, and had at least of 10 years of experience, and who got any reputed award, or they are a reputed investor, and does not have any criminal record, then in all such cases, Dubai grants citizenships to foreigners. But they don’t get any kind of voting rights in the even after that.

These are part of their rights and receive in the form of monthly income. If a citizen work in any private sector company, then they also ger top up of USD 1800. If the citizen do not have a land, then they can request the government, that you want land and then you can also get the land.
