What does "Value Plan" really mean to you?

If you follow the Hive ecosystem, you’ve probably heard of the Value Plan. But, straightforward and without beating around the bush, what is it?
Using vercel.app (free) as hosting for the site? Where is the investment going?
Basically, it’s a supposed kind of parallel fund to the DHF (Decentralized Hive Fund), functioning as a reserve to finance projects that, for some reason, don’t get support from Hive witnesses or users. In other words, it’s an open faucet, pouring out HBD with no apparent strict criteria.
The original intention might have been good, but when analyzing the payment history and beneficiaries, some uncomfortable questions start to arise.
Several people have pointed out flaws in the system, but most of these discussions are ignored or conveniently brushed aside.
One of Hive’s veterans, @blanchy, raised some very relevant issues on the topic.
According to him, the Value Plan’s numbers are quite disorganized, and when you look closely, it seems that certain groups and communities are being disproportionately favored.
A clear example is that Venezuela, a country frequently associated with crypto-related restrictions and blockades, received 254,733.75 HBD in 2024.
This raises the question:
Are these funds really going to legitimate projects?

A profile with little explanation, but that received a considerable amount of HBD in 2024. The most you can find in the Value Plan wallet is something vague about a "water project in LATAM." No transparency, no details. This is a serious problem for a blockchain that prides itself on being decentralized and auditable.

And what about the funded events? Some of the largest HBD transfers went to conferences that nobody really knows if they ever happened. When you pay 25,000 HBD for an event, you’d expect at least a detailed post, photos, videos... something. But in many cases, there’s nothing. Then, a rally driver who received funding posts everything about his races—and, incredibly, he seems far more trustworthy than other projects.
Another point Blanchy raised is that, despite the Value Plan claiming not to employ people, the reality seems different. Many of these funded initiatives are, in practice, sources of income for their participants. One example is the founder of GYM Street Workout, who has former colleagues confirming that he treats this as a full-time job. If a project is providing someone's livelihood, then it needs to be handled with the same level of rigor and responsibility as any other institution receiving funding.
At the end of the day, the big question is:
How long will the Value Plan continue to be an HBD black hole?
The DHF has a slow process, but that’s precisely to prevent waste. If a project truly deserves funding, it can plan ahead and submit a proposal in advance. The excuse that "the DHF takes too long" isn’t enough to justify pouring funds out without clear criteria.
The Value Plan needs an urgent audit. *No one is saying it shouldn’t exist.
There are interesting things happening too, although I don’t understand how sponsoring rally cars in the mud is beneficial for the Hive blockchain. But as it stands now, it seems more like an easily accessible fund for a select group rather than a truly decentralized resource meant to benefit the entire Hive community.
Why not support some truly valuable initiatives? We have the Hive Debit DHF Proposal struggling to get DHF funding.
And yes, this is something valuable for the Hive network!
